Associate Public Policy Consultant - Fixed Duration Employee
Global Public Policy (GPP) is a dynamic work environment in which policy analysis, policy advocacy plans, and strategic direction on pressing policy issues are given to internal stakeholders, public authorities and other relevant parties on a preferred course of action or inaction that improves patient outcomes and preserves Lilly's business operations. The policy associate is part of a 3 person team addressing healthcare policies directly affecting the patient-physician intersection including comparative effectiveness, health information technology, patient privacy, and value-based reimbursement; this position will focus on health information technology and patient privacy. Successful support of these issues will position Lilly strategically to help shape and succeed in the rapidly evolving U.S. health policy environment. This position is not permanent. It is for a fixed duration of up to 3 years.
KEY OBJECTIVES/DELIVERABLES:
Environmental Analysis: Thorough regular scanning of the political and business environment, awareness of political trends and key policy actors in order to be able to anticipate issues and customer needs, participate in policy advocacy strategy development, and efficiently conduct data research projects.
Policy Expert: Content expert for external and internal customers on assigned issues for which analyst is primary owner. Broad and basic understanding (content knowledgeable) of company's position on all major policy issues is also required.
Policy Analysis: Critically review and analyze Federal-State/International policy proposals in an unbiased manner to identify and assess product, business/financial, and brand impacts of the proposals on Lilly and the companys position. Conduct stakeholder analysis. (Expect variable skills between associates on the ability to create vs. acquire/appropriate use quantifiable data or models.)
Policy Development: Lead the development of public policy positions on key issues, as assigned by building and coordinating with internal experts (legal, political, and subject matter experts) to ensure broad analysis and thorough development of policy strategies including quantitative analysis when appropriate. Achieve first level of organization support for policy position.
Communicate Policy Position: Identification and creation of evidence, data, talking points, white papers, and presentations for internal and external customers on public policy issues, subject to supervisor review. Speed, the ability to synthesize complex issues in a concise and readable format, and the ability to tune the messages to the target audience, subject to tight compliance and brand standards, are essential.
External Engagement: Create stakeholder & executive engagement plans; creating (some) and managing (all) assigned stakeholder relations with external policy partners (e.g.,. think tanks, academic institutions, third party policy influencers); and actively engaging with our trade associations on issues for which they are responsible as part of an overarching campaign strategy. Account management guidelines will apply to key relationships.
Research Agenda: Identify and create evidence based on key messages, information have/needs analysis, and campaign objectives to support company position for priority issues; partner with internal subject matter experts when appropriate. Develop, manage, and executive contracts in partnership with legal and procurement and in accordance with all Lilly policies and procedures.
Executive Support: Manage and develop policy content for public policy briefings for senior leadership, subject to supervisor review, so they can understand and effectively engage on important industry issues. Requires active coordination with internal subject matter experts in various functions and geographies and in the Corporate Headquarters.
Policy Capability Expert: Develop, maintain, and communicate policy skill training material within the Policy Center of Excellence
MINIMUM REQUIREMENTS:
Bachelors Degree and 10+ years of Policy in public or private sector, Government Relations, consulting or related area or Masters Degree/Law Degree in public policy, public affairs and 5 years of Policy in public or private sector, Government Relations, consulting or related area.
Strong and demonstrated project management skills required.
Excellent writing and oral presentation skills. Candidates may be asked to submit a writing sample.

ADDITIONAL SKILLS/PREFERENCES:
Deep background in US health care policy.
Comprehensive understanding of political systems and/or governmental organizations preferred.
Demonstrated capability to strategically and critically analyze various policy and legislative proposals from multiple points of view and craft most effective arguments either for or against a proposal based on company's position.
Policy analysis skills should include an understanding of quantitative analysis techniques including decision analysis, negotiation, and modeling.
Demonstrated ability to build strong relationships with regional and local field staff and internal business partners located around the world or across functions to facilitate ready customer support.
OTHER CONSIDERATIONS:
Travel 5-10% within US.
