Coordinates and facilitates Devon Energy Corporation public policy (executive, legislative and/or regulatory at all levels) issue identification and position development. Has lead roles in developing and articulating internal policy consensus, and for drafting policy-related materials for internal and external use. Is a principal resource for all company personnel involved in public policy efforts, including those in operating divisions and staff groups.
Reporting to the Director, Policy and Government Affairs, and in cooperation with other Public Affairs executives, directors and managers, is the principal staff contact and focal point for Devon Energy Corporation public policy coordination, and as such:
Leads and/or participates in consensus development processes within the corporation to ensure public policy alignment on issue identification and appropriate position development.
Researches, with line and staff personnel, potential public policy proposal and response effects.
Drafts, reviews and/or edits policy position recommendations from division and corporate line and staff personnel and teams for consistency and alignment.
Maintains and updates all Devon Energy public policy position and advocacy statements and other materials for internal Web site posting and other uses.
Provides public policy guidance to line and staff personnel and to other Public Affairs personnel who participate in communication and other public policy strategy implementation efforts.
Provides Devon Energy public policy guidance and/or input to associations, coalitions and other Devon stakeholder organizations, and to employees involved with such organizations.
Provides Devon Energy public policy information and communication materials (including legislative analyses, statements, memos, letters and speeches and question responses), in cooperation with other Public Affairs personnel, to executives, managers and employees upon request.
Develop and maintain appropriate working relationships with policymakers and their staffs as a policy expert.
Must have a balanced combination of knowledge, experience and skills, and/or the ability to acquire and improve them, that includes:
Familiarity with the oil and natural gas industry in general, and the independent sector more specifically.
Knowledge of, and commitment to, Devon Energy Corporation and its values, mission and goals.
Knowledge of, and commitment to, the Devon Public Affairs Group Vision and Mission, along with the factors necessary to accomplish them.
Knowledge and experience related to energy and energy public policymaking institutions and processes, and the broad applicability of Public Affairs resources to achieving public policy goals.
Ability to quickly initiate, improve and maintain relationships with key Devon executives, managers and employees based on Devon leadership qualities and recognition that the Public Affairs group is a service organization that works in cooperation and collaboration with others within the company.
Ability to quickly initiate, improve and maintain relationships with key government and political system participants at all levels based on Devon leadership qualities and its corporate values that lead to its role as a respected corporate citizen.
A proactive approach to gathering policy and political intelligence and communicating it succinctly and quickly to executives, managers and employees.
Keen interest in making things happen as opposed to reacting.
Ability to continually prioritize efforts in response to changing situations and new information.
Solid educational background, preferably including a graduate or law degree.
Continuing passion for learning, including about all aspects of Devon Energy's business.
Excellent writing and verbal skills.
A minimum of six years experience in public and/or government affairs field(s), concentrating on public policy issues.
Demonstration of listed prerequisites in previous employment.
