This position is a senior federal lobbyist in the Washington, D.C. office, responsible for developing and implementing federal legislative and political strategy, and supporting regulatory strategy, for key PSEG corporate objectives. The position provides strategic counsel and intelligence to internal business leaders including top PSEG leadership, and leverages relationships with key policymakers and staff to advance PSEG’s agenda in Washington. The position advocates PSEG’s positions before Members of the U.S. Congress and staff, Executive Branch officials and staff, and other relevant stakeholders. The position reports to the VP of Federal Affairs and has responsibility for engaging in and helping oversee much of the day-to-day operation of the Washington DC federal affairs office, including oversight of external consultants. The position is responsible for developing integrated persuasion campaigns on critical issues, leading internal teams of subject matter experts, and marshalling resources including trade associations, political organizations, and NGO and grassroots networks to achieve targeted outcomes. The position must play a leadership role in galvanizing industry groups, coalitions, professional organizations and trade associations around PSEG’s point of view. The position is also a vital contributor to the company’s political presence in Washington, helping craft the PAC budget, participating in internal PAC solicitations, and providing strategic advice on maintaining and enhancing PSEG’s political profile. The position must have prior strategic relationships within the federal affairs arena, and must be able to maintain and grow a network of strategic relationships in the U.S. Congress, federal agencies, political organizations, industry groups, trade associations, think tanks and other stakeholders to benefit the company. The position also is responsible for helping manage PSEG’s participation in trade associations including EEI, NEI, and AGA, leveraging PSEG Senior Executives’ participation in those venues, and providing staff support and advice to PSEG Senior Executives in their interactions with federal officials.
The position must have the acumen to understand business objectives and enough relevant federal legislative and/or regulatory knowledge to shape federal policy to PSEG’s advantage. Position must also have enough substantive industry expertise to effectively communicate business impacts to federal elected officials and the array of decision-makers in the federal policy arena.
Develops and executes complex advocacy campaigns to promote PSEG’s business objectives in the federal legislative arena.
-Directly lobbies and conveys PSEG advocacy positions to Congress, the Executive Branch including the White House, Department of Energy, and other Administration officials and staff as needed
-Develops integrated strategies to shape federal policy leveraging all available resources including internal support from policy, communications, lines of business staff, retained resources, PSEG Executives, PEGPAC, trade associations and coalitions, and relationships with relevant stakeholders
-Directs and deploys internal staff resources and external consultants to achieve PSEG business objectives in the federal arena
-Identifies, communicates and analyzes opportunities and threats to internal clients and senior execs posed by potential federal legislative and political developments
Utilizes and maintains strategic relationships with key Members of Congress, Congressional staff and Executive Branch:
– Key House and Senate Committee Members and staff
– Congressional delegations from states and districts where PSEG has assets
– Other Congressional offices of relevance to PSEG
– House and Senate leadership
– White House and OMB
– Federal Agencies – staff and officials
– NRC, other independent agencies as needed
Manages PSEG’s federal policy agenda and participation in key trade associations, coalitions and political organizations as directed by VP, Federal Affairs
-Plays leadership role in trade associations to influence policy setting
-Leverages PSEG Senior Executive participation in trade associations and political organizations as part of larger strategy to influence policy and maintain corporate political profile
-Provides staff support and strategic advice to Senior Executives in their participation in these venues
Coaches and directs federal affairs professional and support staff. Provides mentoring and guidance to these professionals. Works with VP to develop department budget and goals.
Provides input into development and implementation of Political Action Committee (PAC) strategy, including solicitation and distribution of funds and assuring compliance with Federal election law. Helps maintain PSEG’s political profile by hosting and attending fundraisers and building congressional allies for PSEG.
– Bachelor’s degree.
– At least 10-15 or more years of professional experience with management and leadership responsibilities in the electric and gas energy industry or in government, at least 9 years of which have been involved in the public policy arena.
-A strong understanding of the federal legislative and regulatory process, especially the workings of Congress
– Basic familiarity with one or more of the major federal policy frameworks for PSEG operations, such as the Federal Power Act, Energy Policy Act of 2005, Nuclear Waste Policy Act, National Environmental Policy Act, etc.
-Valuable external relationships with key policymakers, staff, industry contacts and other officials in a position to influence issues of interest to PSEG
– -An ability to understand complex issues and synthesize information from a variety of sources to provide accurate guidance and insight to PSEG internal clients
-A track record of guiding high profile agendas and/or issue campaigns through complex political environments and the broader public policy arena
-Must have excellent oral and written communication and presentation skills to represent the company’s interests before Members of Congress, industry stakeholders, internal audiences including the CEO and other senior executives
-Strong managerial, leadership, and team-building skills to be able to play a key role in directing the day to day operations of the Washington, DC federal affairs office and outside consultants.
-Ability to develop strong internal relationships and earn trust of senior PSEG executives
-BA or BS degree in business, engineering, political science, public policy or related field
-At least 10 years Congressional or agency staff or political experience in leadership positions related to energy
-Leadership positions in national trade associations, coalitions or industry organizations
