Build, foster and maintain relationships with state, federal and local elected officials and staff in Duquesne Light’s service territory, with a particular focus on municipal, county and city government officials. Convey positions and issues of interest to Duquesne Light, and work with elected officials on constituent issues.
Hold primary responsibility for tracking and analyzing legislative and policy proposals before US Congress, Pittsburgh City Council, and Allegheny and Beaver County municipal and county governments.
Assist with the identification and analysis of legislative and regulatory issues affecting the company.
Provide input on strategies for achieving company support for departmental objectives, as well as strategies for advancing company objectives with external stakeholders.
Coordinate with internal company operating units, as necessary, on legislation and regulations that will or may potentially impact those units.
Provide strategic and administrative support for Duquesne Light’s Political Action Committee (PAC) and assist with strategies to grow the PAC.
Attend fundraising events in the service territory and/or in Harrisburg.
Ensure adherence to Pennsylvania Lobbyist Disclosure laws and regulations, and ensure timely filing of reports on behalf of Duquesne Light.
Education: Roles at this level typically require a university / college degree. With 3+ years of relevant experience. Certifications are often desired.
Bachelor’s Degree in Government Affairs, Political Science, Law or other communications-related discipline, with between 3-5 years in government relations or other legislative fields.
Preferred Qualifications: Experience with elected officials in our service territory and/or federal experience.
Skills: Analytical ability to identify and synthesize the substantive and political implications of issues; Ability to develop, recommend and implement strategies to achieve objectives; Excellent interpersonal and communication skills, both verbal and written.
Physical Requirements: Normal office environment. Travel to Harrisburg (approximately 12 times/year), and frequent travel throughout Duquesne Light’s service territory in Allegheny and Beaver Counties. Occasional travel to Washington, DC.
Primary focus is on daily deliverables, outputs and reporting. Typically accountable for managing ones own time and work flow. Responsibilities are generally tactical in nature and work is typically of moderate to complex in nature requiring the incumbent to draw on previous knowledge to perform role. Continues to build knowledge base but has a solid foundation to act independently the majority of the time. Still draws on experts and managers when needed but less frequently.
Problems and issues faced that can be complex. Draws on past experience on a regular basis. Accountable for direct level of reasoning and decision making.
