Mortgage Bankers Association is the preeminent association representing the real estate finance industry. Employing many talented people, MBA serves its membership by representing their legislative and regulatory interests before the United States Congress and federal agencies; by meeting their educational needs through programs and a range of periodicals and publications; and by supporting their business interests with a variety of research initiatives and other products and services.
MBA is currently recruiting for a State Government Affairs Specialist to work at the headquarters office in Washington, DC. Reporting to the Director of State Government Affairs, the State Government Affairs Specialist will provide broad substantive and administrative support for MBA's state and local advocacy initiatives. Duties will include closely monitoring legislative and regulatory developments affecting the mortgage banking industry in 50 states; communicating MBA policy to members and other interested stakeholders, including state MBAs; coordinating regular conference calls and meetings with the MBA State Legislative and Regulatory Committee; collaborating with federal advocacy and policy staff, as well as, MBA Public Affairs, Research, Education, and Membership departments.
The State Government Affairs Specialist will also assist in directly advocating MBA positions with state policymakers and provide support to MBA retained lobbyists and industry peers. Other advocacy work will include analyzing legislation, preparing monthly state bill reports and developing issue briefs in conjunction with MBA policy staff. A wide variety of additional responsibilities will be added with time and experience.
RESPONSIBILITIES:
The incumbent will:
1. Identify, monitor and track state and local legislation, ordinances and regulations that affect the mortgage banking industry. This role includes coordinating with MBA's legislative tracking service provider and other consultants or firms that may be retained.
2. Draft written materials that summarize and analyze state legislation, local ordinances and proposed state and/or local regulations that affect the mortgage banking industry.
3. Draft correspondence to be sent to appropriate state and local officials and regulators that reflect MBA's analysis and policy recommendations regarding state and local legislation and regulations that affect the mortgage banking industry.
4. Respond to requests for information regarding state and local legislation and regulations from state member associations, MBA member companies, and MBA staff as required.
5. Draft communications regarding the impact of state and local legislation and regulations on the industry. Manage the dissemination of information to MBA members and staff.
6. Assist the Director of State Government Affairs with staffing MBA's State Legislative and Regulatory Committee, including organizing the agenda and preparing materials for monthly legislative conference call and in-person meetings.
7. Assist the Director of State Government Affairs with maintaining strong relationships within the mortgage banking industry including; MBA members, state mortgage bankers associations, industry partners, trade associations, consumer groups and other organizations.
8. Assist the Director of State Government Affairs with maintaining strong relationships with state legislative, executive and regulatory organizations, such as; NCSL, ALEC, CSG, US Conference of Mayors, RGA, DGA, RAGA, DAGA, CSBS and AARMR.
9. Work closely with the Director of the Mortgage Action Alliance to grow grassroots participation in the states. Coordinate with state and local associations to recruit new MAA members and assist with statewide grassroots advocacy.
10. Collaborate with MBA Public Affairs, Research, Education, and Membership departments to promote State Government Affairs advocacy agenda.
11. Aid MBA member companies with state legislative and regulatory advocacy initiatives by preparing, reviewing and disseminating advocacy materials including; issue briefs, talking points, research surveys, and other documents.
12. Maintain the state affairs sections of MBA government affairs department pages on MBA's website.

NOTE:
It is anticipated that a moderate percent of time for this position may be devoted to "lobbying activities" as defined under the Omnibus Budget Reconciliation Act of 1993.
The incumbent must be eligible and willing to register as a lobbyist in multiple states.
SPECIFICATIONS:
College degree required.
2+ years of relevant on-the-job experience or advanced technical training or experience required.
Excellent computer skills, including proficiency in use of Word, Excel and PowerPoint, required.
Excellent written, verbal, interpersonal and organizational skills are essential.
Ability to work under pressure, meet deadlines and multi-task essential.
Experience working in the mortgage banking industry preferred.
