Prominent election law attorney Kenneth A. Gross is available to answer questions from Public Affairs Council members about federal and state campaign finance rules (including PACs), lobbying registration information (including grassroots), ethics laws and other public-affairs related compliance issues.
Ken, a partner in the firm of Skadden, Arps, Slate, Meagher & Flom LLP, is a frequent speaker for many Council conferences and workshops. He provides thorough presentations on legal issues at the National PAC and National Grassroots Conferences as well as at the Council’s Political Compliance Management overviews and numerous webinars. (Read some testimonials about Ken here.)
Because there never seems to be enough time to address every inquiry at his presentations, Ken has agreed to respond to information requests from Council members. Ken can provide legal guidance to Public Affairs Council members on questions regarding political contributions, PACs, lobbying and gifts. The level of detail for questions posed to Ken is equivalent to that which members typically ask during a conference or webinar.
Common questions include:
- Review of jurisdictions where corporate and PAC contributions can be made
- Best practices in developing PAC solicitations
- Review of the key requirements triggering lobbying registration at the federal and state levels
- Guidance on preparing federal lobbying (LDA) reports
Please note there are limitations to the nature of guidance that can be provided under this benefit as Ken does not work under attorney/client privilege with the Council’s membership, hence is not able to render legal opinions. Ken can let a member know what the law requires, but he cannot provide a legal opinion on facts that may pertain to a specific member company or organization.
Members who are uncertain about whether to contact Ken should feel free to contact Council staff first.
