Virtual Workshop: Hiring and Managing Consultant Lobbyists

Hiring a consultant lobbyist is a significant financial investment and can put your reputation on the line. Often, finding the right the firm or practitioner for you can be a complex task, especially in a year of remote work and heightened uncertainty due to COVID-19. We’ll help you prepare for a successful 2021 by walking you through the ins and outs of hiring, assessing and managing contract lobbyists.

This program is eligible for 2 Specialization credits toward the Certificate in Government Relations and Lobbying and 2 Core credits toward the Certificate in Public Affairs Management. As a CAE Approved Provider educational program related to the CAE exam content outline, this program may be applied for 2 credits toward your CAE application or renewal professional development requirements.


2:00-3:00 p.m.– Assessing and Hiring Contract State and Federal Lobbyists

This session will cover key aspects of bringing on contract lobbyists, in a regular year and during COVID-19, including:

  • Assessing if a full-time employee or a contract lobbyist is the right decision for your policy goals
  • Making the case to management to get the budget
  • Finding, interviewing, and hiring a contract lobbyist
  • Creating sound contracts

3:00-3:15 p.m.– Break

3:15-4:15 p.m.- Managing and Evaluating Contract State and Federal Lobbyists

Once you’ve made the hire, you need to create an effective partnership. In this session we’ll share strategies you can apply during COVID-19 and once operations return to normal, including:

  • Creating clear expectations and feedback loops
  • Establishing a strong working relationship
  • Key dos and don’ts
  • How to evaluate the lobbyists’ performance
  • How to end a relationship without burning bridges
  • Case studies of success
