Developing a smart governance structure for your PAC is more important than ever as corporate political involvement and social activism continue to intersect. Engaged PAC boards comprised of individuals passionate about the PAC, strong bylaws that guide your activities as well as contribution criteria fostering equity and inclusion will strengthen your organization’s political programs for years to come. Join us to hear how corporate and association PACs are re-evaluating their governance function and contribution criteria to promote transparency and organizational values.

This program is eligible for 2 PAC credits toward the Certificate in PAC & Grassroots Management and 2 Elective credits toward the Certificate in Public Affairs Management.


1:30 p.m.         PAC Governance Fundamentals: Boards and Bylaws

A strong governance structure sets your program up for success, helps demonstrate transparency and builds trust in your political involvement efforts. We’ll start the afternoon by discussing best practices for managing a PAC board as well as what to include in bylaws, policies and procedures or other governance materials. In this session, we’ll explore:

  • The purpose of PAC bylaws, including reviewing bylaws to ensure they provide both an effective governance structure and contribution criteria that will guide your PAC’s disbursement strategy
  • Considerations for managing a successful PAC committee, such as the ideal board size, recruiting board members and creating formal roles

2:15 p.m.          Reevaluating Contribution Criteria and Disbursement Strategy

The attempted insurrection at the U.S. Capitol on January 6, was an unprecedented event that led many companies and associations to re-examine their disbursement strategies and actions. The Public Affairs Council has advised dozens of organizations and developed recommendations that can be used to manage political involvement decision-making now and in the future. This session will review best practices and updated data exploring how organizations are resuming their PAC activities and criteria moving forward.

3:15 p.m.         PAC Reengagement Essentials

This session will further explore examples of how corporate and association PACs are reevaluating their activities and communication strategies to promote inclusivity, greater transparency and organizational values. A panel of speakers will discuss strategies for updating contribution criteria, holding employee town halls and more to strengthen their governance function.
