Advocacy and Public Affairs Support
Request for Proposals

The American College of Occupational and Environmental Medicine (ACOEM) is seeking
proposals from experienced individuals and/or government relations firms operating in
the Washington, D.C., area to provide strategic federal advocacy services in the
Congressional and Executive branches as well as other regulatory agencies. The successful
applicant will work directly with ACOEM’s CEO and Council on Government Affairs
(COGA). Work is expected to commence January 2023.
ACOEM is a national medical society representing over 4,000 occupational medicine
physicians and other health care professionals devoted to the prevention and
management of occupational illnesses and injuries.
Scope of Services
ACOEM’s federal advocacy spans a wide range of federal administrative and regulatory
agencies; and includes legislation before Congress. Scope of services sought:

Strategy

 Assist in the development and execution of long-term advocacy strategy
 Convene monthly meetings of the ACOEM Council on Government Affairs. Develop
agenda, present proposals, and report on activities to date. Drive consensus among
COGA members.
 Develop and execute a strategic public affairs plan to support advocacy goals
 Provide oral and written report at quarterly ACOEM board meetings
 Provide quarterly webinar to members on advocacy issues
Tracking and Reporting

 Identify, track and report on legislation, legislative proposals, regulations, and
regulatory proposals that have an impact on occupational and environmental
medicine, and promote worker health, safety, and well-being

Advocacy

 Draft responses to proposed regulations, administrative rules, and requests for
comments by various federal agencies including but not limited to Departments of
Labor (particularly OSHA and MSHA), Health and Human Services (particularly HRSA,
ASPR, NIOSH, and CDC), EEOC, Department of Transportation, and Department of
Energy.
 Work with ACOEM subject matter experts to have ACOEM represented at
Congressional, agency and regulatory hearings.

Proposal Elements
All proposals should include the following information:
 Letter of interest
 Description of relevant experience and strategic approach, not to exceed 3 pages
single-spaced
 A minimum of 3 and a maximum of 5 writing examples of responses to proposed
regulations, administrative rules, comments to federal agencies, and/or testimony for
agency or Congressional hearings.
 Names of individual(s) who will be working on the project and their area of
responsibility, including individuals responsible for managing the relationship and
communication, administering the contract, and lobbying on the agency’s behalf.
 Experience and qualifications of the individuals named above, highlighting their
capacity to perform the activities in this proposal
 A list of three clients for whom you have lobbied in the past five years and an example
of success achieved with them. Include client, contact name, email address and phone
number.
 Proposed fee structure.
Evaluation Criteria
The review committee will assess finalists according to the following criteria:
 Demonstrated experience summarizing legislation and policy
 Demonstrated experience drafting comments to Congress and federal agencies
 Understanding of the role of occupational and environmental medicine in both
workplace and public health
 Understanding the importance of evidence and science in the legislative and regulatory
process.
 Experience with federal agencies and Congressional committees associated with
occupational and environmental health, workplace health and safety issues
 Experience working with volunteer leaders to drive consensus; knowing when to
engage and when not to engage
 Nimbleness, sense of humor, good people skills

Interviews
Finalists will be contacted starting December 5, 2022, to schedule virtual meetings with the
review team, which will take place during the week of December 12, 2022. The selected firm
will be notified by close of business on December 21, 2022.
