Position Emphasis: This position supports NEA’s strategic objective to focus the energy and resources of its 3 million members toward the promotion of public education by coordinating resources and ensuring timely execution of projects in the Strategic Federal Partnership Team in the Center for Advocacy.
Position Summary: The essential functions of this position involve maintaining and supporting the tools used by NEA for political mobilization and communicating with state affiliates and members on state and federal legislation, campaigns and policy initiatives. The work includes the ongoing administration and assessment of political engagement tools; interpreting political targeting data; database management; writing tool kits and other supportive materials for state and local affiliates as well as plan coordination. The incumbent tracks and coordinates Administration requests, member voter contact programs; responds to inquiries and requests for assistance from affiliates; develops and disseminates program and training materials; and maintains awareness of advances in political technology and tools for impact analysis, campaign reporting and infrastructure development. The incumbent monitors and analyzes state affiliate activities and progress; establishes and maintains effective communications systems; and coordinates with state and national staff to establish action priorities. In addition, the incumbent uses a computer and/or laptop, associated software and other office technology.

Minimum Education Requirements: Bachelor’s degree in political science, communications, computer science, or an equivalent combination of education and experience from which comparable knowledge and skills may be acquired. Minimum Qualifications: Four years of professional work experience involving the development, maintenance, user training, and support of political campaign infrastructure/technology. Political and/or legislative campaign experience at federal or state level that includes voter contact and grassroots/field mobilization and experience with membership organizations also needed. Other Requirements: Samples of work products (e.g., training materials, targeting analyses) may be required at time of interview. Political/ legislative writing experience preferred. Some travel required.
Selection Criteria: Tier 1 (Essential): Demonstrated effective organizational and project management skills. Knowledge of implementation methods, processes, standards, and tools. Proficiency with Microsoft Project other project management software. In-depth knowledge and experience of political strategies and tools. Demonstrated skill in building, implementing and analyzing results of experiment informed political programs. Demonstrated oral and detailed written communication skills, particularly in communicating complex technical information/processes to non-technical audiences. Experience using and interpreting voter files and political targeting data and micro targeting model scores; Knowledge and understanding of Catalist Data and the NGPVAN online interface. Experience in and willingness to work in a frenetic and fluid legislative/political environment. Proven flexibility and effectiveness in handling multiple and complex projects simultaneously under stringent timeframes and changing priorities/conditions. Highly developed and effective interpersonal skills. Demonstrated ability to work collaboratively towards organizational goals. Successful references. Tier 2 (Significant): Extensive knowledge or demonstrated understanding of the interplay of Congress and the executive branch. Ability to plan and coordinate tasks. Skilled in the use of data analytics, modeling and GIS software. Experience developing PowerPoint presentations. Experience coordinating the work of consultants and vendors. Tier 3 (Desirable): Knowledge of the mission and vision of NEA and its affiliates.
