Pharmaceutical Research and Manufacturers of America (PhRMA) is seeking a Chief of Staff (CoS) who will primarily support PhRMA’s State Advocacy leadership team in the performance of their duties, initiatives, and responsibilities.  This position reports to the Senior Vice President, State Advocacy working closely with State Advocacy’s national and regional vice presidents.  This is a highly visible position that will be both internally and externally facing.  The CoS will serve as the state divisions point of contact for a larger set of cross-functional advocacy priorities within PhRMA and ensure alignment of resources with strategic goals and objectives.

The CoS will be responsible for fostering an environment of collaboration, teamwork and excellence.  On behalf of the State leadership team and the Advocacy office more broadly, the individual will coordinate with the state leadership team to lead planning and manage the implementation of select, high-priority strategic and operational initiatives.

The Chief of Staff will:
  • Serve as part of the State Advocacy leadership team and in this role, develop, maintain, and drive strategic and operating plans; serve as an advisor to the State leadership team on matters such as planning and prioritization, stakeholder engagement and departmental effectiveness.
  • Create and drive agendas and lead development of presentation content for key internal and external meetings in support of the leadership team.
  • Have a deep understanding of the highest priorities for the State team and coordinate execution and follow up, facilitate quality information flow and through collaboration with State leadership, speak on behalf of the State team internally at PhRMA, and generally enhance the effectiveness of the leadership team.
  • Manage key projects that cut across state lines or policy jurisdictions, working closely with the State leadership team and across PhRMA stakeholders in different departments; maintain centralized knowledge of team information and broader PhRMA activities.
  • Consult with regional directors and State Policy staff to maintain national tracking of key state legislation affecting PhRMA’s members
  • Provide stewardship and oversight of State Advocacy departmental learning to include evaluating and reporting team successes, problem-solving to enhance team and process effectiveness.
  • Ensure effective/meaningful communications to the Board committee/sub-committee members and other stakeholders to include: promoting dialogue, assisting in the building and maintaining of relationships, delivering and addressing concerns and/or recommendations, coordinating and engaging as appropriate. Serve as trusted information conduit for member company stakeholders.
  • Effectively develop and execute plans around important internal and external advocacy venues including weekly State Section meetings and teleconferences, Interdepartmental Leadership meetings, the Annual Planning Meeting, the State Advocacy Annual Leadership Meeting, and other key platforms. Build, maintain, and leverage relationships with key high priority external organizations to further the overall advocacy strategy. Facilitate quality coordination with other PhRMA departments, notably Law, Alliance, Public Affairs, Policy & Research, etc., to elevate the profile and integrate State Advocacy across the organization.
  • Collaborate with the leadership team in developing and executing written pre-reads and verbal presentation content for the PhRMA Board and State Committee.
  • Engage and support other PhRMA priority advocacy initiatives on the state, federal, and international levels as needed.

Professional Experience / Requirements

  • Bachelor’s degree in Public Policy, Political Science, Health Policy, Public Affairs or related field;
  • 7+ years of progressively responsible experience in a state government affairs and/or advocacy capacity with a trade association, corporation, campaign apparatus, or in government;
  • Excellent writing ability and highly organized orientation;
  • Demonstrated knowledge of state legislative and regulatory processes;
  • Experience engaging with or working in the health care industry;
  • Experience supporting senior executives.
