Communications Manager, Policy and Advocacy
The Policy Communications Manager will help develop and execute a communications strategy to advance ZERO TO THREE’s infant-toddler policy agenda and raise the overall visibility of the organization. This position will serve as the lead policy communications staff responsible for the creation of all copy and collateral for policy-related communications activities and cultivation of national and state media outlets with influence on infant-toddler policy issues. The position will also support the communications aspects of ZERO TO THREE’s advocacy campaign and the launch of policy-related reports and resources. This position will serve as a key member of the Communications and Policy teams.

Essential Duties and Responsibilities
- In partnership with the Communications and Policy teams, develop and execute a communications strategy in support of ZERO TO THREE’s infant-toddler policy agenda.
- Develop and write copy for media and collateral materials for policy-related communications activities, including letters to the editor, op-eds, blogs, digital media toolkits, pitches, etc.
- Develop and maintain a bank of talking points on key policy topics.
- Conduct media outreach, including cultivating relationships with reporters and bloggers, pitching, and briefing, with the goal of placement in national and targeted state media outlets with influence on infant-toddler policy issues.
- Support the communications aspects of ZERO TO THREE’s Think BabiesTM campaign, including providing technical assistance to state partners as they develop and execute campaign plans, organizing satellite media tours, and conducting earned media outreach nationally and in targeted states.
- Support the dissemination of new policy reports and resources, maximizing their reach with the media and the field.
- Draft and edit presentations and talking points for ZERO TO THREE’s Policy Center leadership.
- Monitor mainstream and trade media in the early childhood field to inform ZERO TO THREE’s policy and advocacy strategy.
- Work with the Director of Advocacy to ensure coordination across all advocacy and communications activities at the federal and state levels.
- Provide rapid-response support to the Policy team as opportunities and challenges emerge.
- Develop strategic communications plans for key Policy initiatives
- Prepare Policy Center leadership for speaking engagements, including development of support materials and briefing books.
- Manage content creation for social platforms. Post and monitor engagement.
- Perform other duties as assigned to ensure the efficient and effective functioning of the Communications department.
Essential Skills and Experience
- Minimum 5-7 years of related experience in policy and advocacy communications. Experience working in government or on Capitol Hill a plus.
- Deep knowledge and understanding of early childhood development policy in the United States.
- Demonstrated ability to develop effective national and local media strategies, manage complex policy communications issues
- Crisis communications experience
- Excellent writing and verbal skills, with a proven ability to communicate child development issues within a policy context.
- Experience developing and implementing social media content and campaign to support policy communications
- Highly organized and detail-oriented with the ability to manage multiple and changing responsibilities effectively.
- Ability to travel, including occasional overnight stays.

Bachelor’s degree in communications, public relations, journalism, or a related field
While performing the responsibilities of the job, the employee is frequently required to use finger dexterity as well as sufficient hand dexterity to use a computer keyboard and be capable of reading a computer screen. The employee may also need to remain seated for long periods of time, have the ability to perform repetitive motions, communicate verbally and hear well enough to detect nuances and receive detailed information. The employee may be required to walk, grasp objects, push or pull objects, lift objects up to 30 pounds, bend, squat, reach, stand, and/or kneel. Vision abilities required by this job include close vision for expansive reading.
The work conditions described here is representative of those an employee encounters while performing this job. Depending on work location, the incumbent will typically work indoors in a heated and air-conditioned office, with a mixture of natural, incandescent and fluorescent light with low to moderate noise levels or be subject to working conditions conducive to a home office. When travel is expected, the incumbent will be exposed to outside environmental conditions during those times.
