The Foreign Service Institute’s (FSI) Leadership and Management School (LMS) is comprised of five divisions and a Dean’s Office. LMS provides first-class, needs-based leadership development and crisis management training to foreign affairs professionals from entry-level through senior ranks; individualized coaching services to help guide leaders at all levels; and organizational development services to missions and bureaus on strategic planning, team building, conflict resolution, change management, and other situational challenges.

The purpose of this statement of work is to acquire one Communications Specialist to work as part of Crisis Management Training (CMT) Division. (S)he works under the direction of the appointed Contracting Officer Representative (COR). The CMT Branch Chief for Domestic and Digital Programs (DDP) will be the Government Technical Monitor for this position.


The incumbent is a contract Communications Specialist for LMS/CMT. The Communications Specialist position will work with CMT staff to develop and market training content on “lessons learned” from crises from the perspective of overseas diplomatic missions and Washington policymakers. The incumbent will advise on communications strategy and develop and package engaging training content for use as stand-alone resources or as incorporated modules of other CMT training. (S)he will improve CMT’s digital presence by serving as the technical lead on SharePoint and external web design projects. As an expert foreign affairs practitioner, the incumbent ensures that their work meets the needs of Department of State personnel and the larger foreign affairs community by supporting the training efforts by the Foreign Service Institute.

Duties and Requirements:

  • Specific duties and responsibilities include the following:
  • Create strong visual and written presentations for Department of State and other interagency stakeholders to communicate key lessons learned from overseas crises.
  • Devise a marketing strategy to better link training content production to target audiences, including through digital outreach initiatives.
  • Serve as the lead designer and developer for CMT’s SharePoint knowledge management site to support a user-friendly collection of learning tools and resources.
  • Develop and maintain professional contacts with relevant Department of State officials and other government agencies, as required.


  • Bachelor’s degree and five years of professional experience in public affairs, communications, or marketing.
  • Strong writing, copy editing, and design skills.
  • High degree of digital literacy, including demonstrated experience producing content for web and social media platforms
  • Knowledge of design, user experience and design thinking and experience applying these frameworks within a communications and outreach setting. Hands on experience optimizing digital content considering SEO and utilizing Google Analytics and other data analysis tools
  • Secret clearance required. The ability to handle confidential material with tact and discretion is essential.
  • High level skills in Microsoft Outlook, Word, Excel, PowerPoint, and SharePoint; database and spreadsheet management experience required.
  • Commitment to a collective and collaborative work environment, able to operate both as a member of a small team but also with wide latitude and independence.
