  • Position Location: Houston, TX
  • Position Type:  Regular Full-Time
  • FLSA Classification: Exempt
  • Compensation: Commensurate with experience
  • Travel Requirements: 50% / National

Position Summary

We are a growing consulting firm in need of a dynamic Compliance & Regulatory Specialist. This is a high-profile role that impacts the company as we continue to grow and solidify ourselves as the leader in our industry.  We are looking for a self-motivated, responsible and confident expert with a commitment to integrity and the ability to prioritize multiple projects, meet deadlines, and work collaboratively with key stakeholders.  Essential Functions

The candidate will perform the following essential functions:

  • Updates and maintains various regulatory compliance plans including Spill Prevention, Control, and Countermeasure Plans, Facility Response Plans (Environmental Protection Agency/U.S. Coast Guard), Oil Spill Response Plans (Bureau of Safety and Environmental Enforcements/Pipeline and Hazardous Materials Safety Administration), Storm Water Pollution Prevention Plans, and many more
  • Creates, develops and maintains relationships with assigned client
  • Demonstrates trustworthiness, reliability and quality of work to clients to generate further business – able to cross market
  • Interprets state and federal agency regulations and applies regulatory knowledge to assist clients
  • Performs field work as needed
  • Visually inspects client sites to ensure compliance, and assists in achieving compliance, if necessary
  • Acts as a liaison between clients and regulatory agencies
  • Other duties as assigned

Preferred Skills and Abilities

The candidate should possess the following:

  • Must have recent plan writing experience; complete documents start-to-finish (lead, not contributor)
  • 5 – 10 years of experience with two or more of the following regulatory documents: Spill Prevention, Control, and Countermeasure Plans, Facility Response Plans (Environmental Protection Agency/U.S. Coast Guard), Oil Spill Response Plans (Bureau of Safety and Environmental Enforcements/Pipeline and Hazardous Materials Safety Administration), Storm Water Pollution Prevention Plans
  • Microsoft Office (Word, Excel, PowerPoint, Outlook)
  • Ability to interact with clients
  • Able to multi-task, manage priorities, meet deadlines, and travel on short notice
  • Strong interpersonal skills and communication skills (oral and written)
  • Ability to market to new prospects
  • Knowledgeable about environmental regulations as they relate to the energy or manufacturing industries and recent experience in preparing plans and / or permits that are pertinent to such requirements. These regulations include, but are not limited to: Clean Water Act, Clean Air Act, Oil Pollution Act of 1990, and Resources Conservation, Recovery Act (RCRA), and more
  • Knowledgeable on common industry practices, e.g., API 653/570, STI-SP001, standard operating procedures, such as for handling dry cargo, liquid cargo, and hazardous material, as well as security and prevention measures
  • Knowledgeable about practices used to address clients’ unexpected emergencies, such as the National Incident Management System (NIMS), Incident Command System (ICS), crisis management, business continuity, and emergency response

Education and Experience Requirements

The candidate must possess the following education and experience requirements:

  • Degree: Bachelor’s Degree in Environmental Sciences, Engineering or related fields, or 5 years of equivalent experience
  • Years of Experience: 5 – 10 years of experience with two or more of the following regulatory documents: Spill Prevention, Control, and Countermeasure Plans, Facility Response Plans (Environmental Protection Agency/U.S. Coast Guard), Oil Spill Response Plans (Bureau of Safety and Environmental Enforcements/Pipeline and Hazardous Materials Safety Administration), Storm Water Pollution Prevention Plans
  • Other Experience: Knowledgeable about environmental regulations as they relate to the energy or manufacturing industries and recent experience in preparing plans and / or permits that are pertinent to such requirements. These regulations include, but are not limited to: Clean Water Act, Clean Air Act, Oil Pollution Act of 1990, Resources Conservation and Recovery Act (RCRA), and more
