The Congressional Lobbyist will support America’s Essential Hospitals’ advocacy efforts by establishing and maintaining relationships with key congressional staff, organizing grassroots and stakeholder initiatives, engaging member hospitals in federal advocacy efforts, and leading the association’s grassroots engagement program

PRINCIPAL DUTIES AND RESPONSIBILITIES OF THE CONGRESSIONAL LOBBYIST*:

Develop AEH’s message regarding safety net advocacy and policy issues.
Research, monitor, analyze, and evaluate federal legislative issues to determine potential impact on AEH members, confer with internal staff as needed to assess action and strategy to address positive or negative impacts of proposals; disseminate timely reports and updates on pending measures and/or initiatives, including providing continuous flow of relevant information and preparing and delivering periodic updates to executive team and other staff throughout legislative session and election seasons.
Strategically contribute to working groups across the organization as necessary to assure coordination of business and policy objectives.
Through legislative outreach, influence members of Congress, their staffs, key committee staff and federal agency officials and educate them about AEH and its legislative priorities.
Develop effective legislative briefing materials such as presentations, message cards, talking points, packets, and letters for AEH executives, staff, and members.
Attend and influence relevant hearings.
Plan, prepare and execute legislative events and Hill briefings for congressional staff.
Educate association members on legislative and policy issues through teleconferences, webinars and in-person meetings.
Represent AEH Political Action Committee at political events for members of Congress.
Manage grassroots advocacy programs, including the development and execution of advocacy engagement campaigns and production of quarterly newsletter.
Represent AEH at coalition meetings with other national associations and attending hearings and other meetings as necessary
Collaborate with other AEH departments to coordinate advocacy activities, including education and conference planning, membership, and research.
Monitor legislative status of issues as assigned; maintain confidentiality and discretion when dealing with sensitive information.
Travel to AEH member facilities and participate in AEH conferences.
MINIMUM EDUCATION & EXPERIENCE FOR THE CONGRESIONAL LOBBYIST:
Bachelor’s degree and a minimum of 5 years of political lobbying experience focusing on health care issues.
Master’s degree preferred.
Capitol Hill staff or healthcare lobbying/ policy experience strongly preferred.
Knowledge of health care financing and legislation preferred.
Experience with grassroots organizing and campaigns a plus.
ESSENTIAL CHARACTERISTICS OF THE CONGRESSIONAL LOBBYIST:
Possesses a good understanding of federal lobbying and has existing bipartisan relationships with legislative staff.
Outstanding presentation skills, the ability to respond to questions in a concise, articulate manner.
Excellent written and oral communication skills to interact effectively with contacts inside and outside the association, particularly with policymakers and members.
Listens effectively and clarifies as needed; able to present complex technical issues and strategic options; and is viewed as an expert resource.
Proficiency in processing and analyzing intricate regulatory guidelines, legislation, and laws.
Positive self-starter with strong research, analytical and writing skills; superior attention to detail.
Results-oriented organization, planning, and problem-solving skills.
Superior interpersonal skills that demonstrate understanding, friendliness, courtesy, tact, empathy, cooperation, concern, and politeness to others; ability to relate well to different people from varied backgrounds and different situations.
Ability to travel as needed.
Ability to commute to the Washington, DC office.
Ability to provide proof of vaccination (Required for AEH employees*).
