Overview

Pharmaceutical Research and Manufacturers of America (PhRMA) is seeking a Director for the Advocacy and Strategic Alliances (herein, Alliance) team to create and sustain U.S.-based partnerships that forward PhRMA’s mission and strategic legislative goals on a national level. S/he will serve as the primary liaison for PhRMA’s engagement with primarily patient advocacy and medical research organizations, groups, and coalitions, focused on biopharmaceutical innovation policy issues.

Responsibilities/Qualifications

 

The Director will:

  • Proactively outreach with third party groups (for example, research-based organizations) and coalitions to include communication, education, and engaging these stakeholders regularly via all mediums (i.e., individual meetings, phone calls, events, fundraisers, public meetings, and networking);
  • Provide support to assist key organizations with deliverables, where appropriate;
  • Develop strategies and performing research and analysis for engaging third party organizations. Identify gaps in the current network and areas of common ground that can serve as a relationship catalyst;
  • Proactively coordinate Alliance activities PhRMA-wide to execute successful integrated campaigns;
  • Serve as the issue lead on regulatory and innovation-related policy areas for the Alliance team, including implementation of the 7th iteration of the Prescription Drug User Fee Act (PDUFA), new transformative therapies (i.e., cell and gene therapies), and the industry’s ongoing response to COVID-19. This will include managing large, integrated campaigns, tracking issue performance, and contributing to the weekly Alliance activity report;
  • Coordinate external stakeholder engagement as well as internal coordination on issues across departments and functions.
  • Manage 1-3 consultants and the quality of their deliverables, timeliness of work, contract administration, etc.
  • Manage budget for key program areas. Perform analysis of proposed expenditures and vet expenditure requests PhRMA-wide to ensure alignment with PhRMA’s priorities;
  • Perform other duties as assigned.

The preferred candidate will be comfortable with complex and                 technical topics, have strong problem-solving and leadership skills and be a flexible, detail-oriented, self-starter and exceptional communicator.                                 Demonstrated consensus building, decision-making and interpersonal skills are essential. This is a highly visible, fast-paced position. Accordingly, the                       candidate should be adaptable, able to reprioritize and shift gears quickly, comfortable in a high-pressure environment and be politically savvy, diplomatic,             responsive, and mature.

 

     Professional Experience / Requirements

  • Bachelor’s degree in Political Science, Public Policy, Public Health or related field (Master’s degree related discipline preferred);
  • 6+ years of experience working in the patient advocacy community, the Federal government, and/or with Congress;
  • Demonstrated experience in coalition-building;
  • Ability to inspire confidence within the organization and with external constituencies;
  • Strong understanding of FDA regulatory, drug development and approval processes;
  • Excellent interpersonal skills with proven ability to be responsive and diplomatic;
  • Understanding of public health programs, including Medicare, Medicaid, and the Affordable Care Act;
  • Understanding of the legislative process;
  • Strong policy analysis skills;
  • Must be willing to travel 5% of time and be both responsive and available after hours and on weekends;
  • PhRMA requires all employees to be fully vaccinated against COVID-19 before entering a PhRMA office, unless an exemption applies. Proof of vaccination or eligibility for a religious or medical exemption on the first day of work is mandatory.
