Job Summary

The Director of Federal Government Affairs & Advocacy is responsible for developing and communicating NewCo’s positions on priority legislation and regulation. Working with internal and external stakeholders, the Director of Federal Government Affairs& Advocacy effectively positions the organization to advance NewCo’s strategic priorities.
The Director of Government Affairs & Advocacy will be responsible for the daily management of staff and legislative, regulatory activities including advocacy, reporting and regulatory affairs.

Job Description

Essential Functions

Government Affairs

  • Work with Presidents within LOB as well as NewCo leadership to develop and implement plan for NewCo priority legislation and regulations. Work to position advocacy for NewCo priorities based on legislative decisions.

  • Develop and implement overall and issue specific legislative strategy.

  • Develop and communicate NewCo’s position on priority legislation and regulations and develop/implement legislative strategy.

  • Provides policy direction and coordinates the efforts of the organization in matters involving federal governments.

  • Maintains effective and cooperative working relationships with federal and state officials.

Regulatory and Legislative Analysis

  • Prioritize pending legislation and regulation at the federal level.
  • Direct regulatory research and the tracking and monitoring of priority issues.
  • Gathers internal comments, prepares testimony, fact sheets, and talking points.
  • Works with federal trade associations in developing industry positions on priority issues.
  • Educates and prepares written materials for NewCo business owners on legislative and regulatory developments affecting the company.
  • Develops high level of expertise and specialization in state and federal regulations to ensure ongoing implementation of regulatory requirements.

Develop and pro-actively manage favorable relationships with public officials, regulators, trade and business associations, community advocates, grassroots organizations, contracted lobbyists, and other stakeholders to advance NewCo’s business objectives and mission.

  • Facilitate CEO and President relationships with those constituents.
  • Manage relationships with a variety of external constituents, including state and federal government leaders, regulatory bodies, industry associations, media, and competitor health plans.
  • Facilitates the education of elected officials and other opinion leaders on the value of managed care, trends in the market, and high priority issues.

Requirements

Education

  • Undergraduate degree required
  • Advanced degree in public policy, political science, public health preferred
  • Juris Doctorate in Law preferred

Experience

  • 10+ years in government and public affairs, including an expert-level knowledge of health care policy & financing issues, preferably in Massachusetts.
  • 10+ years of management and leadership experience, through progressively more responsible, demanding, and influential roles.
  • Experience in healthcare organizations is required.
  • Familiarity with state and federal political processes and leaders is required.
