The College of Healthcare Information Management Executives (CHIME) is the professional organization for Chief Information Officers and other senior healthcare IT leaders. CHIME enables its members and business partners to collaborate, exchange ideas, develop professionally and advocate the effective use of information management to improve health and care throughout the communities they serve.

Incredible opportunity to join a fast-paced government affairs team advocating on technology issues critical to healthcare providers and patients. This team is the “face” of CHIME in Washington, DC. In this role you will interact with key policymakers across the Department of Health & Human Services (HHS), as well as, other agencies. You will also enjoy regular access to and contact with our members, c-suite executives who are at the forefront of transforming the delivery of medical care through the use of technology and patient engagement. And, you will take a leading role in briefing and securing feedback from our Policy Steering Committee, a subset of our membership comprised of leading CIOs including several CHIME board members who are DC savvy and who are policy influencers.

The person hired for this role will join an agile team that works hard but maintains a work/life balance. Our ideal candidate is a quick study, polished, is a consummate team player, and has a sense of humor.

This is a remote based position, but you will need to come into DC to visit our partners, meet with your team and attend sessions as necessary.

This position requires the individual to be a registered lobbyist or the willingness to register if they have not previously done so before.

To be successful in this role the Director, Federal Affairs should have: 1) experience in the healthcare sector – ideally with a healthcare IT policy background – and an understanding of  the healthcare sector and companies operating in digital health; 2) a strong understanding of the regulatory process, including experience shaping public policy through responses to federal rulemaking; 3) expertise interpreting complex policies and translating them into plain English; 4) a keen ability to assimilate and produce content relevant to health IT / digital health; 5) the ability to communicate directly with public officials and translate conversations back to CHIME’s stakeholders; 6) a sharp understanding of major policy and political influences in healthcare and an interest in furthering their knowledge of the rapidly changing healthcare ecosystem;  7) experience with coalitions, associations and a capacity to build support for advocacy campaigns; 8) experience responding to media inquiries;  9) strong public speaking and presentation skills; and 10) an understanding of how Congress influences the policymaking process.

Duties and responsibilities

  • Review new rules and regulations to discern impact on our members.
  • Responsible for drafting responses to  federal rulemaking and requests for information.
  • Translate complex regulations and policies into digestible information in the form of fact sheets and via webinars.
  • Represent CHIME at federal agency meetings and other outside meetings and prepare summaries as requested suitable for distribution to CHIME leadership and members.
  • Conduct research to support CHIME regulatory initiatives, particularly review of the Federal Register regarding announcements of proposed rules and other relevant federal statements.
  • Synthesize several reports, news stories and personal conversations to help further CHIME’s thought leadership in federal policymaking.
  • Assists the Vice President, Public Policy prepare written and verbal statements as needed for press and other purposes.
  • Work collaboratively with the Director of Congressional Affairs and serve as a subject matter expert on bills under consideration by lawmakers.
  • Represent CHIME during stakeholder gatherings and conferences.
  • Represent CHIME during meetings with federal staff, as needed.
  • Assists the Vice President, Public Policy in preparation and review of briefing materials, including board reports, budget requests, issue briefs and other written materials as assigned.
  • Write and edit stories for the weekly Washington Debrief and other tasks as assigned.
  • Help coordinate public policy events.
  • Implement work plans supporting CHIME’s strategic policy goals, including conducting outreach to agency staff, organizing briefings on CHIME policy positions and engage with other parts of the regulatory process on relevant policy issues.

Qualifications

  • Bachelor’s Degree Required
  • Five years of related work experience with a focus on healthcare policy; health IT / digital health expertise ideal
  • Previous experience working within a federal agency or interacting with federal agencies
  • Outstanding communication and research skills with ability to achieve results in a fast-paced environment.
  • Excellent written and verbal communication skills
  • Social media savvy (Twitter, LinkedIn, Blogs)
