Director, Federal Government Relations
Location: Washington DC area (will need to commute to Capitol Hill routinely)Reports to: Vice President, Government Relations

Responsibilities
As a Director, Federal Government Relations, you will guide Covanta’s legislative and regulatory initiatives, in Congress and at Federal Regulatory agencies based on your experience and the company’s needs.
You will identify, analyze and effectively articulate policy risks and opportunities to relevant stakeholders, including policy makers, local government clients and senior management. To promote and support sustainable waste management, energy and climate policies, you will build relationships with a wide variety of public and private sector stakeholders, craft thoughtful government affairs strategies in collaboration with other internal and external team members, and coordinate with external partners in order to effectively execute those strategies.
You will also work with Covanta’s outside consultants to effectively communicate our message and build relationships. This role will report to Covanta’s Vice President of Federal Government Relations.
Key responsibilities include:
- Assist in developing and guiding the execution of policy strategies across various federal jurisdictions to promote sustainable waste management, energy and climate policies
- Lead Covanta’s educational and introductory outreach to a broad range of legislative offices and staff, effectively articulating policy positions to multiple issue-specific staff; interfacing with outside consultants
- Monitor legislation and regulatory proceedings and prepare written analysis, recommendations, and draft comments for senior management
- Monitor, analyze and report on activity of relevant Congressional committees, caucuses, regulatory agencies, and trade associations
- Draft briefings, legislative testimony, and regulatory filings based on analysis and input from multiple internal stakeholders
- Collaborate cross-functionally with Covanta’s asset and facility managers, state government relations, communications, environmental and sustainability specialists, in preparing client specific briefing documents, advocacy letters, data and other materials to facilitate advocacy and client grassroots engagement
- Participate and build relationships through political fundraisers, trade association meetings
- Organize and conduct tours for legislators, legislative staff, regulators and NGOs
- Candidates should be based in Washington, DC area with a home-based virtual office
- Travel required and occasionally to Covanta’s headquarters in Morristown, NJ or to Congressional Districts for facility tours or political events
Qualifications
- BA/BS degree required;
- 8+ years of political, policy or regulatory experience; clean energy, climate change or sustainability sector experience preferred
- Knowledge of policies related to sustainability, energy, greenhouse gases and environment
- Significant experience engaging with Congressional offices and Federal agencies
- Proficient with legislative and regulatory processes
- Highly detail oriented with an aptitude for analyzing complex policy/regulatory issues, and accurately identifying and assessing political nuances
- Adept at finding creative solutions to complex issues, providing concise and business-focused advice, and make sound risk-based judgments under tight deadlines
- Self-motivated with a collaborative work style
- Experience working in a fast-paced environment, thinking and moving quickly, with a proven ability to prioritize and juggle many different projects at once
