Director, Federal Policy

The Director of Federal Policy supports the company’s federal strategy to protect its interests and to advance Cambia’s Cause to transform health care by creating a more person-focused and economically sustainable health care system.

 

General Functions and Outcomes

  • The position reports to the Vice President of Federal Affairs and supports Cambia’s proactive federal strategy to advance the company’s business objectives with critical government and nongovernment audiences
  • Collaborates with Health Plans, Actuary, Legal, Compliance, Strategic Communications, Government Programs, innovative products and others as needed to develop and execute Cambia’s key regulatory public policy strategies and to inform business objectives
  • Tracks and analyzes all relevant federal legislative and regulatory proposals, writes internal policy analyses, makes recommendations and prepares formal rulemaking comments to the U.S. Department of Health and Human Services and the Centers for Medicare and Medicaid Services
  • Effectively represents Cambia in industry trade groups and other forums (including but not limited to AHIP and BCBSA) and spearheads the participation and feedback from Cambia’s subject matter experts
  • Serves as a federal policy expert to internal workgroups and provides timely and clear updates of complex policy issues
  • Supports the advocacy priorities by building productive external relationships and maintaining a sophisticated network of contacts; including: agency officials, health care non-profits and federal affairs executives from other health care companies
  • Ensures that Cambia executives are fully briefed and prepared for Washington visits, meetings, testimony and events
  • Develops talking points, background materials, policy papers, and presentations on pertinent health care issues for internal and external use

 

Minimum Requirements

Director, Federal Policy would have a Bachelor’s Degree in Business, Public Policy, Health Care Administration, Communications or related field and 10-15 years of experience in public policy or political affairs, regulatory affairs, public relations or an equivalent combination of education and experience. Advanced Degree preferred.

 

Candidates must have a deep understanding of the regulatory process and experience in health care. A strong familiarity with health insurance and health information technology is preferred.

Work Environment

Work is performed primarily in an office environment in Washington DC. Travel to the Portland Headquarters is required as well as to other US locations as needed.
