POSITION SUMMARY:

The Director, Federal Regulatory will be responsible for implementing advocacy and compliance strategies for all of Frontier’s federal regulatory issues.  The successful candidate will be adept at cultivating extensive relationships across federal agencies, particularly with the Federal Communications Commission (FCC), to advocate for the company’s interests.  This position reports to the Vice President, Federal Regulatory.  Major responsibilities include:

  • Developing a deep understanding of the business landscape and objectives, as well as business challenges facing the organization and industry, overall.
  • Understanding and contributing toward a strategic plan to drive advocacy results, both offensive and defensive, consistent with Frontier’s business objectives.
  • Monitoring and interpreting regulatory actions to ascertain any impact on the company, including the identification of favorable business opportunities or potential threats.
  • Developing and maintaining long-term, positive and collaborative relationships with federal regulators and other federal government entities, primarily focused on representing Frontier before the FCC but also including the Federal Trade Commission, Department of Justice, Department of Homeland Security, and Department of Commerce as required.
  • Favorably representing Frontier and effectively advocating its position with key stakeholders (e.g. USTelecom, the Industry Traceback Group, USAC, NTCA, NARUC) in the industry through positive and proactive outreach.
  • Communicating with internal stakeholders about any new or upcoming regulatory decisions/actions that could impact the company. Develop implementation and compliance strategies and tactics for federal requirements, including working with the Marketing and Product teams to ensure company products and initiatives satisfy regulatory requirements.
  • Assisting VP, Federal Legislative in the development of advocacy positions, talking points, legislation, and other items that overlap FCC and Hill interest.

REQUIRED SKILLS/QUALIFICATIONS

  • J.D. required.
  • At least 3-5 years of telecommunications policy and/or legal experience.
  • Proven ability to comprehend and respond to complex legal and regulatory documents.
  • Ability to work independently and successfully address multiple priorities and stakeholders concurrently.
  • Excellent written and verbal communication skills, as well as effective and compelling presentation skills.
  • Strong leadership presence, relationship building, and demonstration of sound judgment.
  • Highly effective analytical and problem-solving skills.
  • Demonstrated ability to work effectively and collaborate with cross-functional teams while influencing without authority when necessary.
  • Proficiency in MS Word, PowerPoint, and Excel.
  • Limited travel (less than 5-10%).
