The following position is to join our Corporate or Research Center Team:

Director, Global Public Policy – Diversity, Equity and Inclusion

This position will lead the DE&I Global Public Policy function for Raytheon Technologies Corporation and provide support to all Global Government Relations activities as required.

In conjunction with the Corporate DE&I organization, this leader will develop the public policy strategy, as well as promote and oversee the implementation of that strategy at all levels of government in countries where RTX operates.
This leader will foster relationships with government and business leaders while raising the RTX profile, delivering shared business value and directly influencing RTX’s global reputation.

Duties & Responsibilities

  • Lead DE&I public policy efforts globally by identifying and supporting policymaking opportunities that advance the corporation’s objectives and successful execution of their long-range plan.
  • Develop and implement a comprehensive external engagement strategy to achieve the company’s regulatory and legislative DE&I priorities.
  • Provide analysis, insight and recommendations to the Vice President of DE&I, the Vice President of Global Public Policy, and the Senior Vice President of Global Government Relations on all regulatory and legislative matters that may affect the achievement of the corporation’s DE&I objectives.
  • Develop and maintain relationships with key government officials to identify opportunities of aligned interest, shape requirements & influence laws and regulations in support of all RTX products and services.
  • Enhance RTX’s presence in Washington, DC to help create a platform on which the corporation’s positions on DE&I can be articulated
    • Develop partnerships within the government and business community to advance social justice issues and identify opportunities for external engagement and build strong relationships with diverse stakeholder groups (e.g., civil rights organizations, law enforcement).
    • Organize events with RTX executives and RTX ERGs with appointed and elected officials to elevate RTX partnerships in advancing DE&I.
  • Coordinate and integrate Global Public Policy DE&I activities with all other government relations activities within the Global Government Relations organization.
  • Collaborate with Corporate Communications to develop and amplify the RTX DE&I brand.
  • Build and maintain strong relationships with internal business functions and work proactively to keep them well-informed about political, legislative, and regulatory developments impacting business activities. Work across the enterprise developing strategies and programs to advance RTX business objectives.
  • Engage with industry associations and think tanks to inform and influence regulatory and legislative decisionmakers on those public policy issues affecting RTX business, business objectives, values and company reputation.
  • Manage the external consultants who assist the corporation in representing the DE&I legislative and regulatory objectives of RTX.
  • Represent the corporation at regulatory hearings, help prepare company leaders for government testimony when required, and provide briefings to government officeholders and professional staffs as required.
  • Coordinate internally with the Manager of RAYPAC to ensure political action committee events are prioritized and supported appropriately.


  • Typically requires a Bachelor’s degree with 14 years of relevant work experience, with at least 5 years substantive HR, CSR and/or ESG public policy experience.
  • Demonstrated active or recent past engagement with international, national, and local non-governmental/non-profit organizations such as industry associations and think tanks.
  • Demonstrated knowledge of U.S. legislation and regulation concerning DE&I and ESG-related issues.
  • Progressive work experience in driving large-scale projects across an organization with demonstrated results.
  • Aerospace and avionics experience preferred, especially with major defense and commercial aircraft and/or aircraft programs.
  • Active Top Secret Security Clearance is a plus.
