Your role:

To identify and drive policy initiatives that will advance the U.S. business goals in key therapeutic areas, and to serve as an overall expert on healthcare policy issues that affect the biotechnology and pharmaceutical industries including federal programs, reimbursement and FDA related policies. In this role, you will:

  • Monitor and analyze state and federal legislative and regulatory processes and decisions relating to access to prescription drugs and biologics
  • Identify and shape US above franchise policy issues that impact research, development, and access to prescription drugs and biologics
  • Provide senior executives with strategic advice on policy issues affecting the company and its products to inform business planning; and contribute to developing analytically sound, proactive policy positions
  • Monitor, analyze, and report the impact of the many different coverage and reimbursement policies related regulations and publications related to Medicare, Medicaid and other government programs released by government agencies, quasi-governmental agencies and other third parties
  • Provide policy expertise and analysis to senior executives in the company and serve as the in-house-expert on the landscape and challenges related to patient access to current and future product portfolios
  • Develop written materials including slides, summaries, memos etc
  • Collaborate, with internal colleagues and external consultants, in the development of programs/projects in the coverage and reimbursement area to further distinguish the company as a leading innovative biotechnology company
  • As part of the Government Affairs team, serve as an interface to key state and federal agencies on policy issues. Develop and strengthen relationships in the health policy/regulatory community, including government agencies CMS, AHRQ, and MedPAC, and patient and physician groups
  • Represent EMD Serono as a policy advocate and thought leader in various external contexts (e.g., meetings with government officials, trade associations, stakeholder meetings, etc.)
  • Develop policy strategic plan that proactively identifies and prioritizes policy initiatives that will advance U.S. business objectives in designated key EMD Serono therapeutic areas
  • Serve as internal subject matter expert on U.S. policy issues that can affect the success of EMD Serono in designated therapeutic areas
  • Serve as main liaison with and adviser to various internal partners
  • Work well in teams and develop strong relationships with internal business counterparts and be willing to travel to achieve stronger relationships
  • Execute special projects related to healthcare for the Vice President, US Healthcare Govt & Public Affairs, as needed
  • Lead and support cross-functional collaboration to perform quantitative and qualitative impact assessment of polices, and advise business accordingly

 

Who you are:

Required:

  • An undergraduate degree
  • 10+ years’ experience in policy work for the healthcare industry, pharmaceutical industry
  • Strong understanding of pharmaceutical policy issues and the U.S. reimbursement system
  • Familiarity with clinical, business, and stakeholder dynamics in PhRMA and the community
  • Ability to work in a fast-paced and evolving environment and to be decisive; self-motivated
  • Ability to collaborate and interact effectively with internal senior executives, industry representatives, government officials, local association executives and academics
  • Strong understanding of and experience with government policymaking processes, especially those relating to the range of payment policies administered by the Centers for Medicare and Medicaid Services (Medicare, Medicaid, ACA, etc.)
  • A reputation for being energetic, bright, hard-working, enthusiastic; willing to offer opinions and judgements; results oriented
  • Strong interpersonal skills with the ability to foster collaborative decision-making with colleagues and others

Preferred:

  • An advanced degree such as a Masters in Public Health, Public Policy, JD, Public Administration or a related field
  • Experience in government
  • Able to perform normal and routine office duties
  • Able to travel, domestic and internationally, up to 20%
