The International Institute of Building Enclosure Consultants (IIBEC), an international professional association headquartered in Raleigh, North Carolina seeks a dynamic Director of Government Relations to join our team! This role is responsible for managing the IIBEC Government Relations program which includes policy development, legislative affairs, state affairs, grassroots advocacy and regulatory affairs while serving as the Institute’s lobbyist. The Director also serves as the Institute’s lead liaison to Capitol Hill, regulatory agencies, and state governments.


The Director of Government Relations reports directly to the Executive Vice President/CEO.  In performance of assigned duties, the incumbent makes decisions and takes positions independently within the constraints of IIBEC policy and budgets, and the guidelines provided by the EVP/CEO.



  • Ensures effective operation of the Institute’s Legislative and Regulatory Affairs Program.
  • Maintains liaison with Congressional offices and Federal agencies.
  • Oversees preparation of all Institute documents submitted to state legislatures, local governments, the U.S. Congress, and Federal Agencies.
  • Ensures the effective operation of the Institute’s policy development process and all policy documents and publications.
  • Serves as Staff Contact to the Advocacy Committee.
  • Monitors State Legislative and Regulatory actions and forecasts emerging issues.
  • Monitors Congressional actions and forecasts emerging issues.
  • Drafting of testimony and official letters, as well as articles for Interface, and materials for the IIBEC website.
  • Organizing and maintaining Advocacy website.
  • Making arrangements for Capitol Hill visits.
  • Manages and coordinates Institute participation in coalitions including but not limited to COFPAES, Construction Industry Procurement Coalition, Roofing Industry Coalition, and Roofing Day.
  • Responsible for such other duties as assigned by the EVP/CEO.



  • Qualified candidates will possess a bachelor’s degree, plus three to five years of public policy including state or federal lobbying experience, grassroots engagement, and experience with a professional society.
  • A strong understanding of the state and federal public policy process.
  • A knowledge of the organization and functions of state governments, the Federal Executive Branch agencies, and the U.S. Congress.
  • The ability to identify and manage issues in the areas of procurement of A/E design, sustainability, resilience, building codes, research and development, federal appropriations, and taxation.
  • Excellent computer skills, with the ability to review and research federal and state policy issues.
  • Proficiency with Microsoft Office suite, grassroots tracking database (Rally Congress), state legislative tracking tool (State Net) and web publishing.
  • Requires strong organizational, interpersonal and listening skills; great communication skills (oral, written).
