Director, Government Relations
The Director/Senior Director (commensurate with experience) of Government Relations will be responsible for Melwood’s government relations, regulatory affairs and public policy advocacy at the federal, state and county levels.
Role requires significant expertise with relevant federal, state and regulatory agencies, political affairs, public policy, and industry affairs. Human Services and Federal Contracting experience required. This position reports to the President and CEO.
1.Initiate, direct, and coordinate Melwood’s public advocacy agenda and advocacy efforts, including legislative lobbying, appellate work and systemic advocacy.
2. Research and analyze local, state and federal public policy issues impacting the lives of disabled people.
3. Outline policy positions and solutions that further the organization’s mission. Develop and distribute advocacy materials.
4. Serve as needed on statewide councils, taskforces and working groups representing Melwood.
5. Collaborate with Melwood’s Board, staff members programs and other stakeholders to formulate annual legislative agenda.
6. Monitor bills and prepare summary reports for internal and external audiences. Write testimony and testify at hearings.
7. Coordinate policy meetings with partners and legislative staff.
8. Work with External Affairs to manage external communications for policy efforts including action alerts, website content, social media and e-newsletter articles.
Juris Doctorate degree. Master’s degree or commensurate professional experience in Political Science, Government.
Expertise or demonstrated commitment to working in the field of disabilities. .
Expertise in Appropriations and Federal Procurement Policy a very strong plus.
Substantive knowledge of the Maryland, DC and Virginia legislative process and/or experience as a lobbyist.
Demonstrated practice in writing testimony, bill tracking, testifying, organizing legislative panels, and building/managing issue coalitions are strongly preferred.
Strong verbal and written communication and interpersonal skills required. Must be able to work with a broad diversity of professionals.
Ability to work independently in a fast-paced office.
Strong organizational and program management skills required.
Strong computer skills required.
Must be responsible, reliable, professional, punctual, and flexible.
Must be able to travel to meetings, and events in DC/Maryland area (post COVID).
