ORGANIZATION BACKGROUND
Founded in 1908, the National Governors Association is a bipartisan organization of Governors from the 55 states, territories and commonwealths whose mission is to share best practices, speak with an informed voice on national policy and develop innovative solutions to improve citizens’ lives through state government and support the principles of federalism.

Through NGA, Governors identify priority issues and deal with matters of public policy and governance at the state and national levels. Our policy and research arm, the NGA Center for Best Practices, helps Governors find collective answers to common issues and assists in developing and implementing innovative solutions to public policy challenges. Our Government Relations team ensures that Governors are a strong voice in Washington, DC. NGA also provides total consultative services, including management and technical assistance to both new and incumbent Governors, their senior executive staff and their trusted advisors.

KEY RESPONSIBILITIES OF THE DIRECTOR, GOVERNMENT RELATIONS
NGA is looking to add a bright, resourceful, and organized Director to our team. You will advocate for Governors’ policy positions and advance the interest of the states. The position will require significant time and have direct interaction with Congressional offices and the Administration. In this position, you will serve as a representative of NGA in a senior level capacity to Federal Administration, the Congress, and Governors’ offices and develop and execute government relations strategies related to team portfolios.

Other important responsibilities of the Director, Government Relations include:

  • Identify, analyze and advance opportunities for Governors and their representatives to affect state/federal policy;
  • Lead a team of government affairs professionals to organize, strategize, plan and executive federal advocacy activity including coalitions that reflects the bipartisan, consensus driven nature of the association;
  • Coordinate within NGA departments and divisions (e.g. Communications, Center for Best Practices, Development, and Membership) to communicate with stakeholders and the general public on association priorities;
  • Manage NGA relationship with Governors’ representatives, both locally and in the states- this includes a standing call for Governors offices, daily email and other communications, briefings, guest speakers and development;
  • Develop, nurture and expand relationships with senior Congressional leadership-including the Speaker of the House, and in both Chambers, the Majority Leaders and other relevant members of the leadership teams;
  • Develop ways to track and organize information on effectiveness and outcomes on state and federal policy issues;
  • Obtain and manage state/federal relations consultants for short-term projects as appropriate;
  • Manage relationships with the White House and Federal Agencies , frequent contact with officials in the Administration on matters of import to states and territories including regulations and agency guidance;
  • Direct the preparation of issue briefs, hearing summaries, gubernatorial testimony and other materials on topics of interest to states, the Governors and their representatives;
  • Plays a key role in selecting content, speakers and Governor-led policy discussions at the NGA Winter and Summer meetings;
  • Manage the overall operational, budgetary, and financial responsibilities and activities of the department;
  • Champion diverse and inclusive practices among division team and NGA staff;
  • Ability to travel, when necessary;
  • Demonstrating a commitment to NGA’s mission and goals to constructively serve the needs of all Governors; and
  • Other duties as assigned by Executive Director.

Supervisory Responsibilities:

  • Oversees a team of seven employees responsible for Government Relations;
  • Sets goals for performance, ensures staff are meeting organizational and personal development goals, and evaluates staff job results though performance management system;
  • Implements internal control policies and procedures for all Government Relations activities; and
  • Oversee employee training programs and identify training needs in correlation with Human Resources.

QUALIFICATIONS  
Candidates should have a bachelor’s degree in government relations, public policy or related field. Twelve plus years working substantively in issue areas listed above, with at least five years of management experience. Lobbying or representation at a senior federal level or Capitol Hill strongly preferred. Experience working with Governors, and working in federal or state agencies or non-profit organizations is preferred.

The ideal candidate will have demonstrated ability to:

  • Washington Experience: A minimum of 10 years of Congressional and/or government relations experience in Washington, with a strong network of relationships; significant knowledge of Congress, congressional processes, and executive agencies and regulatory processes.
  • Management Experience: Experience effectively building, developing, and managing teams;
  • Demonstrated Strategic Approach: Track record of directing, planning and executing multifaced advocacy campaigns; the interpersonal and organizational skills to align various stakeholders on specific goals or initiatives;
  • State-Level Experience: Experience engaging with state and territorial officials; strong knowledge of the state-federal relationship;
  • Bipartisan Approach: Ability to develop and maintain high-level relationships with leadership in both parties with a record of bipartisan work;
  • Stature and Gravitas: Strong oral and written communication skills; the presence to effectively communicate with Governors and other senior leaders;
  • Mission Orientation: Interest in NGA’s mission of serving as the voice for Governors across the country.
