The Director, International Policy, Government Affairs (GA) will identify and analyze key global public policy issues and trends that impact AbbVie and lead the development of company-wide policy solutions and recommendations to address/advance them.  The Director will track and monitor regulations, policies, legislation and government actions that could affect AbbVie’s business. Working closely with the International Government Affairs (IGA) team and a cross functional group of internal stakeholders, the Director will lead the evaluation and guide the creation of policy recommendations that are aligned with and support our business goals.  The Director will also provide the necessary analyses, messages and materials to support the IGA team in driving the adoption of AbbVie priorities and policy positions with trade associations.  The Director will work closely with the U.S. policy and analytics team to ensure globally consistency in AbbVie public policy positions.

Core Responsibilities

  • Lead research and analysis of legislative, policy, system and regulatory developments that impact AbbVie and its products globally. Create materials identifying global policy trends to inform strategic planning. Communicate analyses and information on significant changes in global, institutional, regional, or local policies.
  • Serve as point of contact for GA and with other corporate functions in coordinating global policy development. Lead the identification of access and pricing policy opportunities and threats and, with a cross functional group, analyze their impact to the business.  Draft policy options in conjunction with internal AbbVie stakeholders and ensure positions support key business objectives.  Ensure global consistency in positioning on issues with the U.S. policy team.
  • Create policy materials such as talking points, policy summaries, and policy analyses to support the IGA team in driving adoption of AbbVie priorities and policy positions.
  • Collaborate with GA colleagues to support the development of GA strategies in support of the commercial business unit priorities.
  • Represent AbbVie in policy-setting discussions at trade associations and other organizations. Help drive processes to ensure adoption of AbbVie priorities in industry positions and position AbbVie as an industry thought leader on key topics.


  • Ten years’ experience in progressively more responsible positions.  Candidate must possess significant experience in the public policy arena with knowledge of government affairs, international institutions, economics, public policy, and/or the law.  Relevant experience in health care with a particular focus on pharmaceuticals policy is preferred as well as an understanding of the role government agencies play in health policy.
  • Requires thorough knowledge of key healthcare systems, particularly in Western Europe and Canada, and in priority developing markets (such as Brazil, China, and Russia), and how those government systems and policies (pricing policies, health technology assessment etc.) impact the pharmaceutical industry. Experience with the international institutions that affect global health policy (EU, WHO, PAHO, etc.) preferred.
  • Candidate must possess strong analytical, critical thinking and interpersonal skills, the ability to speak and write persuasively and with clarity, strong organizational skills, flexibility and adaptability to changing requirements, resourcefulness and creativity, strong attention to detail, a proven track record of being able to work under deadlines and an ability to work collaboratively in a fluid organizational environment.
  • He/she will be a creative, flexible and entrepreneurial thinker capable of integrating business functions and drive consensus behind a common policy both internally and externally.
  • Must be an individual who works well in a team environment and enjoys working in a collegial, yet highly demanding culture.  Must be able to work collaboratively with business leaders and other internal stakeholders.
  • Bachelor’s degree in related field such as health care administration, political science, public administration or policy required.  Advance degree preferred.
  • Regional and International travel (25 percent) required.
