The Air Force Association is seeking a Legislative Affairs (LA) Director who will assume responsibility for all strategic legislative matters, advocacy and relationships with Congressional, DoD and Industry partners.  This position reports directly to the Executive Vice President of AFA and will be a member of the President’s Operational Leadership Team.  The Legislative Affairs Director will lead planning and orchestration efforts for the Association’s legislative engagements with United States Congressional members and their staffs.  Likewise, the LA will lead all liaisons between AFA and its chapters with the Department of the Air Force, the US Air Force, US Space Force, other military service associations and veterans’ organizations that support our mission efforts.
ESSENTIAL FUNCTIONS AND GENERAL ACCOUNTABILITIES:

Legislative Strategy and Engagement (approximate 75% of effort):

  • Develop legislative and policy strategies and objectives in collaboration with AFA President, AFA Chairman of the Board, and other members of the AFA leadership team as circumstances dictate.
  • Provide regular inputs to the Executive Vice Present and President of AFA regarding challenges and opportunities that exist for AFA within the broader defense community, with special emphasis upon the Department of Defense, Department of the Air Force, defense industry, and Congress.
  • Maintain issue awareness regarding all pertinent aerospace defense issues, with special emphasis on stakeholder interests from the view of the Department of the Air Force, individual members of the Air Force and Space Force, aerospace industry, aerospace science and technology community, and the broader policy and budget vantage.
  • Maintain a robust network in the Department of Defense, Department of the Air Force, Congress, defense industry, broader policy and budget community, and defense media to inform and shape key aerospace defense decisions.
  • Maintain issue awareness regarding all pertinent Active Duty, Guard, Reserve, civilian, and retiree personnel issues, including coordination with The Military Coalition (TMC).
  • Maintain a robust network in the Department of Veterans’ Affairs and pertinent entities within the Department of Defense that oversee Active, Guard, Reserve, civilian, and retiree personnel issues.
  • Lead the development of (effects-based) strategic engagement planning, execute said plan, and analyze the effectiveness of AFA’s interactions with the Department of Defense, Department of the Air Force, Department of Veterans’ Affairs, Congress, defense industry, and the broader policy and budget community.
  • Serve as the overarching AFA liaison on all matters related to legislation and government affairs.
  • Prepare senior AFA leadership for visits to congressional members and staff, Department of Defense leaders, Department of the Air Force leaders, Department of Veterans’ Affairs, defense industry, and the broader policy and budget community.
  • Work with AFA’s staff membership department to inform AFA’s chapter and field leaders on progress with top legislative issues.
  • Work with AFA’s staff membership department to coordinate state and local AFA leadership visits with AFA senior staff members and visits to Capitol Hill to meet with their Congressional members and staff.
  • Establish key performance indicators and reporting tools to measure progress and/or success of established programs.

 

Support Air Force Association and Mitchell Institute programs (approximate 20% of effort):

  • Share network access with Mitchell Institute staff to facilitate broader enterprise goals.
  • Maintain necessary professional networks to facilitate issue expertise, subject matter currency, subject matter expert access, fundraising capability, and general mission execution.

Other Duties as assigned (approximately 5% of effort):

  • Other duties as projects as assigned.

 

WORKING CONDITIONS:

  • Operates in a professional office environment with travel to local offices, community partners, and events
  • Routinely uses standard office equipment such as computers, phones, copiers, filing cabinets and fax.
  • Office hours are 8:30 a.m. to 5:00 p.m. Monday to Friday, subject to modification based on the needs of each program or site

Physical Demands:

The position requires sedentary work (sitting most of the time with no adverse environmental exposure) and occasional exertion of up to 25 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. The position also includes the following physical requirements:

  • Movement. The employee in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
  • The employee in this position needs to be able to operate a computer and other office productivity machinery such as a copy machine and printer.
  • The employee is required to communicate and hold verbal conversations with others by means of the spoken word. Employee must be able to exchange accurate information in these situations.

REQUIRED JOB QUALIFICATIONS

 

Education and Experience Requirement(s):

  • Master’s degree or equivalent work experience.
  • 15+ years minimum experience in national security community, with a focus on Capitol Hill and/or Air Force Legislative Liaison issues.
  • Must be able to travel (5%) and work overtime as required.
  • U.S. citizen with no known restrictions to holding a defense security clearance

  • None

Knowledge, Skills, and Abilities Required:

  • Demonstrated knowledge of national defense, Congressional and legislative issues to provide analysis and strategic courses of action.
  • Experience developing and ability to grow an extensive professional network between Legislative and Executive branches of the U.S. Government, House and Senate professional staffs, military liaison staffs, broader policy & budget communities, and industry government-affairs offices.
  • Ability to set strategy and goals for events, and to deploy organizational, management, planning and presenting skills effectively.
  • Able to exercise discretion with senior leaders in defense and industry with the handling of information that is formative, pre-decisional, or proprietary.
  • Knowledge of and experience with local, state and federal legislative and executive process.
  • Strong policy research and analysis skills.
  • Strong written and oral communication skills to present strategic analysis for advocacy
  • Strong time management skills and ability to prioritize work and meet long-term and short-term deadlines.
  • Strong judgment/decision-making skills and political acumen.
  • Experience overseeing a budget and budget administration.
  • Strategic policy leader who can sponsor Aerospace policy and act as a voice on the Hill for AFA.
  • Able to exercise project management and planning principles and practices
  • Demonstrated ability to be honest and ethical in work.
  • Proficiency with Microsoft Office with extra focus on Word, Excel, and PowerPoint.
