Director, Political Affairs (PAC Director)

Under the direction of the Chief Government Affairs Officer, this position is responsible for coordinating the Institute’s Political Action Committee (ICI PAC) including preparation for Chairman’s Council (ICI PAC Board) meetings and day-to-day operation of the ICI PAC. Assists in the development and implementation of programs to increase member participation and prepares public disclosures and compliance records relating to the Institute’s Government Affairs program.
Essential Functions Of This Role Include
Coordinates activities and programs relating to the ICI PAC and the Chairman’s Council Committee.
Circulates fundraiser invitations weekly to lobbyists, and RSVPs to all events that ICI PAC supports.
Maintains Microsoft ICI PAC Outlook Calendar and Microsoft Word Government Affairs Schedule of Events.
Prepares weekly ICI PAC reports for ICI leadership and Government Affairs department.
Prepares reports, presentations, and other materials for Chairman’s Council, Executive Committee, and Board of Governors meetings relating to the Institute’s political program.
Prepares and executes annual PAC solicitation, ICI PAC Annual Report, and related materials.
Prepares and executes annual Prior Approval campaign.
Tracks Institute member participation in its political programs.
Maintains the key member list (KML) and recommended candidate information.
Coordinates execution of ICI PAC-sponsored candidate fundraising events (approximately 10 -12 per year), including generating and mailing invitations, coordinating catering, making follow-up calls and emails, tracking responses and contributions, maintaining records, and staffing events.
Prepares and staffs the ICI PAC Booth at ICI’s General Membership Meeting.
Consults with outside counsel on a regular basis to ensure compliance with all applicable campaign finance and ethics laws and regulations.
Monitors developments with respect to lobbying, ethics, and campaign finance regulations.
Ensures the accuracy and completeness of all PAC and related data and information maintained in Cision system; facilitates training of other staff as appropriate.
Coordinates all Government Affairs Department public disclosure and compliance documents, including:
Preparing and filing monthly Federal Election Commission report.
Processing approximately $1 million annual ICI PAC contribution receipts.
Processing approximately $1 million annual candidate contributions (disbursements), including drafting check cover letters and mailing disbursements.
Maintaining compliance files.
Preparing and filing quarterly Lobbying Disclosure Act (LDA) report and maintaining all necessary records.
Preparing and filing semi-annual LD-203 report and maintaining all necessary records.
Maintaining the Chairman’s Council Policies & Procedures Manual.
Assisting with updates to departmental ethics guidebook, scheduling mandatory annual ethics briefings, and briefings for new staff.
Other projects as assigned by the Chief Government Affairs Officer.
If you have the following credentials, we encourage you to apply:
Bachelor’s degree and minimum of 3 – 5 years related work experience or an equivalent combination of related education and experience.
Previous Hill Knowledge/experience And/or PAC/campaign/ Political Experience Preferred.
Knowledge of federal election law regulations, especially pertaining to company-based trade associations.
Knowledge of laws governing contributions and distributions.
Prior experience with Cision system.
Excellent oral and written communication skills.
Ability to manage workflow in order to meet deadlines in a timely manner.
