  1. Increase public understanding of the value of data in supporting the student journey through the P–20W pipeline (early education, K–12, postsecondary, and workforce).
  2. Build the capacity of policy and education leaders to develop trust with communities to ensure data is used effectively.
  3. Ensure that state leaders use the policy levers available to them across P–20W to make data work for students and communities.

Position Summary

The Director of Postsecondary and Workforce Pathways will advance DQC’s mission by developing an understanding of the postsecondary education and workforce landscape; deepening and expanding critical relationships in the policy and education field; and building an advocacy strategy. This position is grounded in the DQC values of listening and applying what we learn to our work, and staying grounded in what is happening now in states, communities, and classrooms, while always looking ahead.

The Director’s work is not to crunch numbers but to strategically help our organization answer these questions:

  • How can DQC’s mission, advocacy, and expertise best improve postsecondary and workforce data policy?
  • What does DQC need to know about postsecondary and workforce pathways to inform, measure, and carry out our advocacy?
  • How do we take action with our insights to build our team’s expertise, share best practices and recommendations with the field, and find opportunities to advance DQC’s agenda?

To answer these questions, the Director will:

  • Lead the expansion of DQC’s policy leadership into the postsecondary and workforce spaces.
  • Build DQC’s knowledge of the postsecondary and workforce data landscape, policy drivers, and funding streams.
  • Support DQC’s work to advocate for best-in-class data ecosystems at the state level.
  • Bolster DQC’s efforts to educate state and federal policymakers on needed support for states to improve postsecondary and workforce data and their inclusion in state P–20W data systems.
  • Collaborate with and inspire K–12, postsecondary, and workforce partners to strengthen our overall advocacy efforts.

Education and Other Experience:

  • DQC values both education and work experiences that demonstrate the ability to lead in a national policy space.
  • It is likely that someone will find success in a DQC director role with a minimum of 14 years of experience, which can include a combination of postsecondary education and full‐time, professional work experience. However, a minimum of 8 years of relevant work experience is required.

What You’ll Do:

    • Develop a vision for the work to support DQC’s mission, and design high-value work to meet that vision.
    • Advocate for the use of data to improve individual access to meaningful pathways through postsecondary education and into the workforce.
    • Oversee and direct the development of DQC’s understanding of and positions on state postsecondary and workforce data policies.
    • Empower DQC leaders and staff by building internal knowledge of postsecondary and workforce best practices.
    • Bring DQC’s unique advocacy perspectives to partners and policymakers through meetings, briefings, coalitions.
    • Identify best practices and recommendations for the field, and strategize and partner with DQC leaders to deploy the organization’s resources to advocate for needed policy changes.
    • Analyze, distill, frame, and communicate about postsecondary and workforce data policy and practice in ways that are tailored to varied audiences, including policymakers, funders, state and local governments, policy and advocacy organizations, and more.
    • Build upon existing partnerships and seek new opportunities to establish and strengthen relations with national policy, research, and advocacy organizations.
    • Demonstrate a solid understanding of aligning organizational priorities with fundraising opportunities by supporting the creation of concept papers, budgets, and grant proposals.
    • Meet virtually and in person with partners, stakeholders, and policymakers as frequently as is needed to effectively support DQC’s mission given the vision you develop for the work.
  • Travel occasionally for the organization. (Note: DQC travel is currently very light due to the COVID-19 pandemic.)

Compensation, Benefits, and Hybrid/Flexible Work Environment

    • Starting salary range of $110,000–$140,000, commensurate with qualifications.

  • We provide a hybrid work environment which means all DC-area employees should plan to be in the office 1-2 days per week; however, the expectation is that staff should not be working in the office 100% of the time. If you are not based in the DC area, the expectation is that you will be in the DC office once per month for 1-3 days (DQC will cover travel expenses). We are flexible on working hours and genuinely care about the quality of your work more than the time of day you do it. We ask staff to be available for team meetings and collaboration via technology platforms.
  • Note on Vaccine Policy: DQC has made the safety of our staff and our surrounding community a top priority. As a part of that commitment, DQC recently implemented a mandatory COVID-19 vaccination policy. This policy states that all DQC employees, interns, and fellows (i.e., DQC staff) are required to be fully vaccinated against COVID-19. DQC will require selected candidates to submit proof of complete vaccination against COVID-19 prior to extending a job offer. If a candidate has a qualifying medical condition that contradicts a COVID-19 vaccination, a medical exemption form should be requested from Human Resources.
