I. Purpose & Summary of Position:

The Texas Council on Family Violence is the only 501(c)(3) nonprofit coalition in Texas dedicated solely to creating safer communities and freedom from family violence. With a state-wide reach and direct local impact, TCFV, with the collective strength of more than 1,000 members, shapes public policy, equips service providers, and initiates strategic Public Policy efforts.

TCFV strongly relies on the Public Policy director, and his/her leadership of the Public Policy department, to advance the family violence movement by leading statewide and national policy promulgation and practice.  The director supports TCFV’s mission, objectives and services; participates in and informs national public policy initiatives; and serves as a leader on the frontline of legislative advocacy and lobbying on family violence services and substantive matters of policy.

The Public Policy director provides leadership and administrative oversight to the Public Policy department and directly supervises the department’s sub team managers, ensuring a cohesive and collaborative vision is strategically carried out.  The Public Policy director is also accountable for the department budget and financial and grant stewardship.  The position is exempt from overtime and reports to the Chief Executive Officer.   The director serves as a member of the Executive Leadership team and aids in managing the mission, goals, and direction of the organization.

This position requires high energy, professional maturity, and strong people leadership skills, with the ability to serve as a unifying force and to position policy discussions at both strategic and tactical levels.

II. Priority Functions/Accountabilities

A.  Programmatic Responsibilities:  40%
  • In collaboration with the Policy team, which includes managers and coordinators, the director implements and evaluates programs to enhance social safety nets including legal, employment, and housing options for survivors of domestic violence, and/or any other social safety net initiatives as directed by the CEO.
  • Provides guidance and supports team-wide program plans with a focus on appropriations for family violence services and on substantive matters of policy.
  • Makes recommendations to the CEO for program and process improvement both internally and externally.
  • Closely collaborates with and provides leadership and guidance to the Policy team managers on programmatic matters that align with the mission of TCFV, including, but not limited to:
    • Implementing projects and grant deliverables.
    • Scheduling and executing events such as CPS summits, prosecutor and judicial trainings, and other programmatic projects.
    • Developing, administering, and maintaining Policy team budgets, ensuring a shared vision on financial and administrative direction.
    • Developing and maintaining grant budgets, in collaboration with the Finance department and the CEO.
    • Developing and implementing grant distribution programs for high risk domestic violence teams and child-welfare.
    • Developing and maintaining vendor and sub-grantee contracts for the Policy team.
    • Providing training and presentations on legislative or programmatic issues.

 

B.  Legislative Advocacy and Lobbying Responsibilities: 30% (During legislative session this percentage may increase significantly.)
  • Leads the development of the legislative agenda for each Texas legislative session.  Prior to a legislative session, the Policy director commits 4-6 months to focused work to develop a policy agenda.  This work requires a concentrated collaboration with the Policy team, the Public Policy Committee of the Board of Directors and the CEO.
  • Works with Policy team managers and staff to research, mobilize and prep for filing of bills impacting survivors.  Performs and/or supports staff research and drafting of bills.  Oversees activities of contract lobbyist(s).
  • Builds and cultivates relationships with legislators and their staffs and responds to their questions.  Oversees the planning and execution of advocacy events such as Purple Post Card and Capitol Day.
  • Provides staff support and recommendations to other Board committees in coordination with the CEO.
  • Builds, cultivates and maintains relationships in initiatives involving legislative advocacy, regulatory policymaking, education, collaboration, and influence with the for-profit sector to improve opportunities for survivors.
  • Supports, implements and evaluates advocacy with statewide family violence funders, including state agencies that intersect with family violence service providers, including but not limited to: HHSC, OAG, Office of the Governor (CJD), and DFPS

 

C.  Team and Department Management Responsibilities:  30%
  • Collaborates with the CEO in establishing, implementing, and evaluating operational initiatives and drives the policy team’s strategic long- and short-term goals, programs and priorities.  Effectively guides policy team managers and teammates in implementing changes in mission and operations.
  • Leads the Policy team managers to ensure the Policy staff are supported, developed, appraised and effectively supervised in alignment with TCFV personnel policies, procedures and practices.  Ensures team unity and project cohesiveness.
  • Supports hiring, onboarding, coaching, staff development, training, teambuilding, offboarding and other employee matters of the Policy department.
  • Facilitates problem resolution techniques that promote positive working relationships and strengthens internal management and effective team building.
  • Manages the agency’s resources responsibly.  Accomplishes timely and accurate submission of evaluations, reports, and other required or requested documentation.

At the CEO’s discretion, the CEO may assign additional projects and responsibilities and/or change those listed above.

III. Minimum Knowledge, Skills and Abilities Required: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below represent the knowledge, skill, and/or ability required.  TCFV may make reasonable accommodations to enable individuals with disabilities to perform the essential functions.
      

  • A minimum of seven (7) years of progressively responsible experience in a not-for-profit executive leadership role, which includes providing services to individuals affected by domestic violence.
  • A minimum of three (3) years of administrative experience in budgeting, hiring, developing, coaching, and supervising staff and two (2) years of policy or legislative advocacy experience.
  • Ability to effectively manage a diverse team.  Strong team building and leadership skills to competently manage and support Coalition activities through vision, strategic planning and expertise.
  • Effective communication skills to act as spokesperson for TCFV to convey its mission to board, staff, funders, policy makers, and constituents served.
  • Advanced communication skills suitable for presentations and in written publication for internal and external distribution.
  • Critical analytical skills to understand and navigate the political, social, financial and external issues affecting service providers; to foresee and interpret trends and the dynamic changing needs of those TCFV serves; and to develop process and resources to respond effectively and timely.
  • Knowledge and understanding of the state and national legislative agenda process and key players.
  • Demonstrated knowledge and ability in budgeting and program development, project management, implementation and measurement, and public advocacy.
  • Demonstrated high integrity and fiduciary responsibility in managing resources and grants.
  • Thorough knowledge of the spectrum of family violence issues and circumstances faced by those experiencing family violence.
  • Demonstrated ability to multi-task and work under tight and/or changing timelines; disciplined time management skills to coordinate and prioritize the director’s own and others’ activities, evaluate progress and provide feedback; and to reallocate resources to complete activities within set deadlines.
  • Working knowledge of Windows and Microsoft Office applications.
  • Alternatively, TCFV will consider a combination of related education and experience with a documented record of the ability to perform duties and responsibilities of the position.  (Equivalency formula: two years of experience is equal to one year of education.)

IV. Desired Training, Skills and Education: TCFV posits the following background, skills and expertise as positive attributes for the Policy Director.

  • Required:
    • Master’s degree in Public Policy or similar post-Baccalaureate degree relevant to the position.
    • Strong understanding of the civil and criminal justice system, ideally having practiced law in those environments.
    • Understanding of domestic violence dynamics, systems and funding environment.
  • Preferred: 
    • A Juris Doctorate is a plus.
    • First-hand understanding and experience living and working in Texas.
    • Understanding of legislative advocacy and process within the Texas legislature and within Congress.
  • Understanding of relationship-building with external constituents from the field and within the Texas political sphere.
  • Project management training or certification.

V. Working Conditions and Environment/Physical Demands: Ability to communicate and converse in English.  Travel up to 25% during non-legislative session times.  Ability to frequently tolerate prolonged stationary positions and frequently move about a large public building.  Ability to engage in frequent public contact.  Professional attire may be required for most public-facing work.  Must possess the emotional and physical stamina to deal with a variety of high-pressure situations, such as: responding to complaints, handling difficult internal and external interaction, effectively working long and, at times, odd hours.
