About the Role:

Proactively monitors and analyzes federal legislative and regulatory developments impacting Neurocrine Bioscience’s products, pipeline, and the patients we serve. Conducts substantive and strategic analysis and helps develop policy positions and advocacy materials to support the company’s programs and corporate objectives within the assigned area(s) of the Public Policy department. This position may be based in the Company’s San Diego Home Office, Washington DC, or a mutually agreed upon location.

Your Contributions (include, but are not limited to):

  • Within assigned area, focuses on one or more following:

    • Federal legislative and regulatory issues impacting coverage, access, and reimbursement for prescription drugs including, but not limited to:

      • Medicare Part D;

      • Telehealth;

      • Drug pricing and transparency;

      • Value Assessment Frameworks and value-based contracting for prescription drugs; and

      • Health care delivery and insurance coverage issues.

  • Work collaboratively within the Public Policy team, and representatives of Corporate Affairs, Legal, Regulatory, Medical Affairs, Commercial and other appropriate colleagues to help identify and translate the company’s policy and program priorities into timely and effective advocacy strategies and materials to help shape policy outcomes within federal agencies and trade associations.

  • Completes policy analysis for assigned public policy matters impacting the company, including the assessment of legislative and regulatory proposals. Develops policy positions/responses to such proposals.

  • Develops quantitative and qualitative analysis, in partnership with internal and external teams to evaluate the potential opportunities / implications for, and/or impacts to the company, with an emphasis on patient access.

  • Supporting external and advocacy efforts, develops compelling communication materials for assigned policy issues that potentially impact the company and patients we serve.

  • Monitors the Federal and state-level policy and regulatory landscape for potential issues with direct relevance to the company.

  • Develop timely Federal and state-level public policy summaries for assigned area and partners with Public Policy team to communicate and educate internal audiences.

  • May represent the organization and its interests to local, state, or federal governmental agencies, and maintain relationships with key policymakers and/or represent the organization within trade associations and other formal and/or informal coalitions to strengthen organization situational awareness and advance public policy priorities.

  • Contribute to strategic planning, direction, and goal setting for the department or function in collaboration with senior management.

  • Other duties as assigned.

Requirements:

  • BS/BA degree Business, Political Science, or related Field and 15+ years related work experience in Public Policy focused role, OR

  • Master’s Degree and 13+ years of similar experience noted above, OR

  • Juris Doctorate (JD) preferred and 10+ years of similar experience noted above

  • Substantive understanding of one or more of the following:

    • federal legislative and regulatory policies impacting prescription drugs, including Part D, and strong understanding of federal policymaking processes.

    • federal legislative and regulatory policies for coverage, coding and reimbursement of prescription drugs and medical procedures and strong understanding of federal policymaking processes.

  • Significant expertise in federal agencies, and the public health infrastructure, and will ideally have a strong understanding of issues impacting Medicare, particularly Part D

  • Will have a track record of successfully leveraging participation in coalitions and trade association activities.

  • Self-starting, highly skilled communicator with internal and external audiences to strengthen working relationships among key stakeholders.

  • Track record of working on a bi-partisan, bicameral basis to deal effectively with senior government officials, staff members, and other key stakeholders.

  • Expertise working with the federal agencies to influence the rule making process.

  • Proven ability to build effective relationships with internal and external constituencies, including senior business leaders, regulatory officials, counterparts at other companies, and industry representation.

  • Exceptional written and verbal communication skills and the ability to convey in a clear and compelling manner important messages to different parties with different backgrounds and interests.

  • Recognized as an internal thought leader with extensive technical and business expertise within a strategic organization

  • Applies in-depth knowledge of own function, business / commercial / scientific expertise to solve critical issues successfully and innovatively

  • Evaluates key business / scientific challenges and completes complex, ambiguous initiatives having cross-functional impact

  • Requires in-depth knowledge of the functional area, business strategies, and the company’s goals

  • Possesses industry-leading knowledge

  • Excellent judgment to support analysis and decisions on complex business and public policy issues, and act with a view toward what is in the best interest of the Company

  • Thinks ahead and anticipates changes to capitalize on opportunities while remaining agile and fluid.

  • Excellent interpersonal & communication skills with the ability to interact professionally and effectively with peers, management, and leadership both within and outside the Company

  • Ability to work effectively individually and as part of cross-functional teams
