Leads operational business strategies with a direct impact on results. Promotes legislative and regulatory policy strategies to advance infrastructure deployment initiatives across the United States (and Canada?) with a keen focus on the clean energy sector. Acts as a trusted advisor to senior leadership to relay market and political information related to renewable energy and related industries. Collaborates with key Operating Units, especially Blattner Company, and internal experts to enhance our strategic objectives, and positions Quanta Services as a clean energy policy leader through our Government Affairs efforts.



  • Monitors legislative and regulatory activities to determine potential impact to the organization and develop appropriate responses. Recognized as a subject matter expert and works with leaders to influence policy related to public affairs and compliance.
    • Educates and informs leaders about key government issues and opportunities.
    • Recommends company positions on state and federal legislation and regulations and communicate positions internally and externally.
    • Collaborates on and influence regulatory and legislative initiatives important for the company and our broader industry.
  • Presents complex analytical recommendations in the design, implementation, and administration of policies and objectives involving matters of local, state, and federal government legislation and regulations. Leads external federal and state activities and engagements that align with business needs.
  • Builds and maintains effective relationships with key state and federal legislative and executive government officials to ensure organization’s interests are promoted and protected, including associated authorities and relevant committees.
  • Engages and manages state public affairs consultants and lobbyists where needed.
  • Collaborates with federal lobbyists on relevant issues.
  • Engages and collaborates with labor organizations where appropriate.
  • Fosters, strengthens, and optimizes Quanta Services and Blattner Company’s involvement in relevant trade associations.
  • Represents company at conferences, public forums, and governmental hearings where appropriate
  • Advises relevant steering committees, working groups, and executives on renewable energy industry procedures and challenges.
  • Adheres to internal standards, policies, and procedures.


  • Identifies opportunities for streamlining work and reducing waste in order to improve efficiency.
  • Performs additional assignments per supervisor’s direction.

  • Effective and influential communication, and presentation skills, especially regarding policy development, analysis, and advocacy; must be able to convey complex information clearly and succinctly.
  • Strong interpersonal skills and the ability to build relationships and communicate effectively with people of varied professional, cultural, and educational backgrounds.
  • Experience working with trade associations and labor organizations.
  • Exceptional advocacy skills with a proven record of successfully driving advocacy strategies.
  • Demonstrated experience working directly with senior executives and government officials.
  • Demonstrated ability to work independently.
  • Ability to work in a fast-paced environment, multi-task, prioritize, and manage time effectively.
  • Ability to work under pressure and adhere to deadlines.
  • Proficient in Microsoft Office (Word, PowerPoint, and Excel).
  • Ability to maintain an acceptable driving record and valid driver’s license in order to travel frequently with overnight stays.



Required Education and Experience

  • Bachelor’s Degree in Public Policy, Political Science, Communications, or related field.
  • Significant experience in a Government Affairs or External Affairs role, preferably in the energy sector.
  • Strong renewable energy background.
  • Solid existing relationships with key industry players.
  • > 6 Years


Preferred Education and Experience

  • Master’s Degree in Public Policy, Law, or Communications.
  • Good working relationship with organized labor players.
  • Previous experience working in or with U.S. state or federal legislative, executive, and/or regulatory branches of government and influencing complex policy issues, requiring external advocacy strategies.
