The Pharmaceutical Care Management Association (PCMA) is the national association representing America’s pharmacy benefit managers (PBMs). PBMs are the key industry in America addressing the challenge of reducing costs, expanding access, and improving the quality of pharmacy benefits.

PBMs administer prescription drug plans for more than 266 million Americans who have health insurance from a variety of sponsors, including commercial health plans, self-insured employer plans, union plans, Medicare Part D plans, the Federal Employees Health Benefits Program (FEHBP), state government employee plans, managed Medicaid plans, and others.

PCMA leads the effort in advocating on behalf of the industry for public policies that enable PBMs to succeed in their mission of improving access to affordable prescription drugs for patients and driving down costs for payers.

The (Senior) Director, Policy will support PCMA’s policy activities for the industry’s strategic positioning in the market to help achieve government affairs results, primarily at the state level. They will develop advocacy materials, research relevant policy topics, and perform legislative analysis. Typical material production needs include talking points, policy briefs, and infographics. This person will at times need to draft testimony or explain technical issues to policymakers and will occasionally draft public comments. They must understand the substantive policy issues associated with PBMs and how PBMs fit into the overall national health care policy debate. This position reports to the Vice President, Policy and is located in Washington, D.C.

The (Senior) Director, Policy duties will include:

  • Drafting content for advocacy materials, issue briefs, written testimony, and statements for the record; developing policy and advocacy white papers; visualizing arguments as infographics and developing the basis for infographics.
  • Assisting the VP, Policy in monitoring and providing timely and insightful reports on developments and trends specific to the industry’s public policy priorities.
  • Analyzing legislation and writing assessments on industry impact.
  • Collaborating with colleagues to identify PCMA and industry legislative, regulatory, policy, and political opportunities and risks.
  • Assessing the prescription drug and health care policy, economic, and industry landscapes to help formulate and recommend positioning for the
  • Recommending arguments, research, and other ways to buttress industry positions and policies.
  • Developing and drafting arguments to support or oppose legislative, regulatory, or other policies; drafting or overseeing drafting of legislative language in concert with outside counsel as needed.
  • Collaborating across PCMA departments to inform policy development and achieve PCMA and industry objectives.
  • Establishing and maintaining a network of contacts in the healthcare arena, including in trade associations, advocacy organizations, and others as directed.


The (Senior) Director, Policy must be an excellent writer and analyst, and a self-directed, strategic thinker, who enjoys working in a collaborative, nimble organization. They will have a minimum of 5 years of experience in relevant pharmacy benefits management, pharmacy,   insurance, or pharmaceutical policy or regulation, and demonstrated the ability to connect policy with strategic positioning.

The ideal candidate should have the following qualifications:

  • Outstanding writing skills and a strong desire to produce excellent work.
  • Strong research skills with the ability to assemble and synthesize relevant facts and expert opinions to support policy arguments, and construct persuasive, concise, credible messages.
  • A proven track record of delivering accurate, persuasive, high-quality work.
  • Agility, flexibility, and the ability to operate in ambiguity.
  • A demonstrated understanding of the PBM, specialty and retail pharmacy, and insurance industries, including clinical services and activities, and related policy issues.
  • The ability to assess the impact of proposed policies on PBM businesses.
  • A solid understanding of the regulatory and legislative processes as an underpinning for policy analysis, including analysis of proposed legislation and statutory language and an ability to redline or draft legislative language.
  • Interpersonal skills, including the ability to understand diverging points of view within the industry and help build consensus, and to work with relevant groups and networks across PCMA and its member companies.
  • A desire to work collaboratively with colleagues as an integral part of an action-oriented, decision-making team.
  • Relationships in the Washington, DC policy community and the ability to develop and maintain relationships with key people and organizations.
  • Excellent prioritization and organizational skills, keen attention to detail, and the ability to work under pressure and meet deadlines while managing multiple projects and priorities simultaneously.
  • Proficiency in Microsoft Office applications.


A bachelor’s degree is required.

This position is based in Washington, DC. PCMA has a hybrid work model with in-person attendance two days per week in the Penn Quarter area of Washington, D.C.
