Position Description

 We are currently seeking an Analyst/Sr. Analyst to join our Research and Policy Analysis (RPA) department. The RPA team provides fundamental support to FTP’s government relations and public affairs professionals by researching, interpreting, and analyzing federal and state legislation, key developments in the legislative process, public policy proposals, political dynamics of key topics, and media coverage of pertinent issues. The team also contributes to firm growth by assessing markets and assisting in the development of business relationships.The RPA team is central to all of our work at FTP, from business development to building strategy and demonstrating successful outcomes. The Analyst/Sr Analyst reports directly to the Senior Vice President & Head of RPA.Determination between Analyst and Sr. Analyst role is based on experience.


This position is full-time salaried with benefits and paid holidays, based in Washington, D.C.. This position describes the general nature of the work to be performed and does not include an exhaustive list of all duties, skills, or abilities required.


Primary Responsibilities

  • Completing legislative and regulatory research projects, including content for broad-based policy analyses and regular update bulletins.
  • Analyzing the potential implications of proposed legislative and regulatory policies.
  • Drafting public-facing research documents to support ongoing issue advocacy campaigns.
  • Assist team in summarizing the events that occurred in Congress and the Administration over the week.
  • Assisting in business development and marketplace assessments to support client development.
  • Guiding RPA interns in the conduct and completion of general research assignments.
  • Assessing new tools for research and helping to integrate them into the research process.



  • Bachelor’s degree in a social science field of study. Degrees in fields such as political science, history, and public policy are preferred.
  • At least three months of relevant legislative or policy experience that includes complete end-to-end research, memo and proposal writing, and document production/distribution/publication.
  • Demonstrated knowledge of principles of both policy and politics, including direct experience with policy dynamics within and among political parties, and the intersection between policy, politics, and communications.
  • Demonstrated knowledge of the working of Congress, the Administration, and federal agencies.
  • Leadership experience capable of being translated to directing the work of interns.
  • Demonstrated ability to work in an ideologically diverse, bipartisan environment.
  • Demonstrated knowledge of ongoing policy debates important to FTP clients.
  • Demonstrated ability to interact directly with current and prospective clients to develop and maintain business.
  • Demonstrated experience analyzing qualitative data from multiple sources to produce streamlined reports.
  • Familiarity with the Microsoft Office Suite, including the use of forms, functions, and data visualization tools in Excel.
  • Familiarity with policy research tools such as Quorum, PoliticoPro, CQ, LexisNexis, etc.
  • Familiarity with data analysis tools such as STATA, SAS, SPSS, is a plus.


Desired skills

  • Ability to quickly and accurately conduct legislative research by reviewing legislation, congressional proceedings and transcripts, and member profiles, including the demonstrated ability to conduct real-time monitoring and summarization of events and campaigns.
  • Demonstrated ability to write clearly and concisely while providing a thorough summary and analysis of the issues.
  • Ability to simultaneously manage multiple assignments in a flexible, fast-paced, and team-based environment.
  • Instinct for identifying and elevating substantively and politically salient elements within large, complicated issues.
  • Ability to think creatively about how to express the ramifications of policy proposals and political developments across issues.
  • Ability to identify trends and emerging political and policy issues at the state and federal levels.
