Job Description
Job Summary:
Responsible for directing the company’s U.S. state government relations program; accountable for influencing state and local public policy through maintaining effective working relationships with legislators and staff of various branches of government, as well as other community leaders and stakeholders who influence the development of public policy and opinion.
WHAT YOU WILL DO
Duties and Responsibilities:

- Tracks policy priorities at the state and local levels and develops reports and presentations on pending and passed legislation within portfolio
- Ensures timely information regarding state and local government actions is disseminated internally
- Manages multiple consultants across state portfolio, including leading weekly reporting of state consultant activities
- Supports the creation, development, and execution of mobilization efforts at the state and local levels
- Supports the development and finalization of state mobilization communications
- Defines target audiences and leads external stakeholder support at state and local levels
- Manages external relationships with relevant stakeholder groups at the state and local level, including, but not limited to, trade associations, competitor companies, third-party groups, and political organizations.
- Works in consultation with cross-functional company counterparts to provide support for business needs and encourage employee engagement on government advocacy, including grassroots efforts.
- Performs other job-related duties as assigned.
Qualifications
Required Minimum Qualifications:
Education:
- Bachelor’s degree in Political Science, Public Policy or Administration, Law, or related field of study
- 7+ years of related work experience
Knowledge of:
- State legislative processes
- Tobacco-related policy issues (tax, flavored product restrictions)
- Political Action Committees
Skilled in:
- Conducting legislative and issues-based research
- Analytical reasoning and evaluation of business impact of legislation and pending policy initiatives
- Public Speaking and networking
- Verbal and written communication, including document proofreading
- Microsoft Office suite (Outlook, Word, Excel, & PowerPoint) and Microsoft Teams
Ability to:
- Work evening, early morning, and occasional weekend events as dictated by the requirements of the position
- Travel as needed across company’s state portfolio
- Work within a complex, international matrix organization
- Convey complex ideas in a concise way to a variety of internal and external audiences, including diverse populations and varying education levels
- Handle confidential information
- Maintain effective working relationships and represent the company in a professional and positive manner
- Remain highly organized and prioritize assignments, workload, and manage time accordingly
Preferred Qualifications:
Education and Experience:
- Master’s degree in Political Science, Public Policy or Administration, Law, or related field of study
- State government affairs, political and/or campaign experience
- Related government affairs experience in the tobacco industry
Additional Information
Work Environment and Physical Demand:
- Walks, sits, or stands for extended periods
- Requires prolonged machine operation including vehicle, computer, and keyboard equipment.
- Use of manual dexterity and fine motor skills
- Ability to Travel Internationally & Domestically 30-50%
