The Director of State Government Relations manages Healthfirst’s relationships and strategy with the New York State legislature. The Director is expected to develop short- and long-term policy and outreach objectives and strategies to assist Healthfirst in fulfilling its mission. Working in conjunction with members of the Government Relations team, the Director helps to both develop and execute a comprehensive strategy designed to promote Healthfirst’s policy objectives and elevate Healthfirst’s presence as a thought leader in the New York State Senate and Assembly.
In order to be successful, the Director must have an in-depth understanding of the New York State political and legislative process, as well as familiarity with existing healthcare policy, so as to ensure Healthfirst’s priorities are well-established and well-respected throughout the legislative process. Externally, the Director will work with elected officials, advocacy groups, and other stakeholders. Internally, the Director will work cross-functionally with Healthfirst senior leadership, Finance, State Products, Regulatory Affairs, and other key departments. The Director will report to the Vice President of Government Relations, will be required to register as a lobbyist, and must ensure personal compliance with all lobbying requirements and reports, as well as political activity laws

  • Design and execute the New York State government relations and outreach legislative strategy for Healthfirst.
  • Track legislation, regulation, and funding opportunities in Albany.
  • Evaluate pending legislation and advise on its varied implications for Healthfirst.
  • Represent Healthfirst’s interests in Albany.
  • Work closely with other Healthfirst staff in pursuit of State funding and/or programmatic opportunities.
  • Assist and directs approved lobbying initiatives.
  • Maintain and develop relationships with NYS elected officials and staff.
  • Represent Healthfirst at meetings with elected officials and staff.
  • Serve as liaison to associations, including HPA, the Coalition of NYS Public Health Plans, and the Coalition of Managed Long-Term Care and PACE Plans.
  • Partner with and manage external lobbyists

Qualifications and Experience:

  • 7+ years of government and/or health policy-related experience
  • Extensive experience and understanding of New York state public policy and state legislative process.
  • Understanding of health care policy in New York State, ideally with a focus on issues that impact health insurance plans.
  • “Executive presence” and the ability to immediately establish credibility within the organization and with elected officials and other trusted partners.
  • Natural ability to effectively work with others in ways that fosters personal and professional ownership.
  • Proven skills in leadership, with a proven track record in delivering results on advocacy.
  • Must have the managerial skills to work effectively across all functions and levels of the organization, from entry-level staff to the senior leadership and board members.
  • Ability to perform duties and responsibilities promptly and consistently with minimal direct supervision in planning and organizing his/her work.
  • Strong written and verbal communication skills.
