Director, State Regulatory & Tax Policy

Your ‘day to day’: • Set the strategic direction for PMI’s U.S. work on state regulatory and tax policy, including socio-economic impacts of product regulation. • Serve as an in-house expert on differentiated regulation and taxation and policy. • Capable of researching and analyzing available state and federal legislation and tax data to develop specific recommendations and proposals. • Build and refine modeling tools and graphics to facilitate analysis of tax, pricing, and revenue data of regulated products. • Maintaining and developing indicators and forecasting models U.S. states relating to regulated product trends and interstate ramifications. • Producing research reports and model forecasts on a regular basis. • Design policy positions and recommendations, prepare talking points, engagement materials, and serve as specialist for state advocacy. • This individual should be able to independently manage outside vendors and/or work collaboratively with internal colleagues and key stakeholders to assess and present on important tax policy topics. Who we’re looking for: • Advanced degree in Health Policy, Economics, or Law with a strong academic background in econometrics, statistics, or tax. • 5+ years of private industry experience, preferably relating to regulated consumer goods and policy. • Advanced business writing and presentation skills. • Ability to collaborate and work effectively in a team environment. • Serve as an in-house expert on regulatory, economic, and tax policy initiatives that promote tobacco harm reduction and net public health benefits. • Strong analytical skills including research, data management and analysis, and project management. • Strong technical expertise to independently conduct research projects, including pricing, tax, and revenue modeling. • Proven ability to communicate evidence-based policy guidance to key stakeholders, including policymakers, advocates, and the media.
