Director, Strategy, Policy and Gov’t Affairs

Position Purpose:
The Director, Strategy, Policy and Government Affairs will develop and execute legislative and regulatory affairs programs, strategies and activities designed to expand the tools for combatting and deterring insurance-related crime and fraud; protect NICB’s assets and equities, including NICB’s data program; and elevate NICB as the thought leader on insurance crime and fraud policy. The Director will be assigned to a designated region of the country.
Work Arrangement and Description:
This is a remote position which means NICB grants the privilege and flexibility to work from a location within the boundaries of the United States or its Territories. This position will be responsible for covering 12-15 states in the western portion of the US and the preferred candidate will reside within that region.
Competencies and Duties:
- Develop and execute legislative programs, strategies, and activities in an assigned territory, including engaging in advocacy with relevant state legislative and regulatory bodies.
- Develop and execute strategies and coordination plans with NICB Member companies, state and national insurance trade associations, law enforcement agencies and associations, and other strategic partners to advance NICB initiatives.
- Coordinate programs, strategies, and activities internally within NICB, including close coordination with NICB Public Affairs and Communications on legislative and regulatory initiatives.
- Represent NICB and provide testimony, presentations, briefings, or other relevant material before legislative, regulatory and enforcement bodies and at insurance industry conferences, events, and functions.
- Enhance strategic NICB organizational relationships with policymakers, Member companies, law enforcement partners, and other key stakeholders.
- Serve as an NICB expert and spokesperson on insurance crime and fraud policy.
- Manage and direct outside lobbyists.
- Observe and fulfill various state compliance obligations, including lobbying and ethics registration laws as well as related training and certifications requirements.
- Support NICB’s Fraud Bureau Reporting Program.
- Other duties as assigned.
Position Requirements/Abilities:
- Experience lobbying or advocating before state legislatures.
- Experience understanding, analyzing, and communicating – both orally and in writing – complex policy issues.
- Excellent oral and written communication skills.
- Excellent presentation skills in both small and large group settings.
- Excellent interpersonal and relationship-building skills.
- Sound judgment and decision-making skills.
Education, Work Experience, Licensure:
- Bachelor’s Degree required; degree or study in Political Science or related field preferred
- 5-10 years’ experience in a legislative, regulatory, lobbying, policymaking, or issue advocacy environment required.
- Advanced skill in using Microsoft applications including PowerPoint, Word, and Excel.
- Insurance industry experience preferred.
- Team player with a collaborative mindset.
Supervisory Responsibilities:
- This position has no direct reports.
Contacts
- Interacts with all NICB internal departments.
- Occasionally interacts with the Senior Vice President, General Counsel; and the NICB Senior Leadership Team including the Chief Executive Officer.
Environment/Physical Demands
- Extensive travel required.
- Ability to lift to 25 lbs.
Salary Range and Statement
The salary range for this position is $104,200 to 135,000. Please keep in mind that this range represents the pay range for all positions in the job grade within which this position falls. The actual salary offer will take into account a wide range of factors including the specific requirements for this position, the candidate’s geographic location, job-related skills, experience, and relevant education or training.
