Position Summary

Government Affairs is seeking an Executive Branch & Federal Regulatory Affairs Representative. The position will assist senior staff and leadership in representing Williams’ interests with the Executive Branch, particularly regulatory agencies. They will be responsible for tracking core and emerging issues, providing tactical advice to department leadership, staff and other internal stakeholders and assist with execution of federal advocacy strategies.


  • Provide support and backup for senior staff members and leader on core issues of importance to Williams
  • Track issues and coordinate with operating and functional areas on internal reporting
  • Prepare issue summaries and updates to internal and external stakeholders
  • Coordinate and collaborate with other staff in Government Affairs & Outreach, Communications and CSD to maximize efficiency and effectiveness of the team
  • Establish relationships and credibility with federal agency and department staff. Act as a resource to internal stakeholders for high quality information
  • Demonstrate working knowledge and understanding of Federal regulatory issues across Williams with special focus on permitting issues
  • Assist project teams in securing permits at Washington D.C.-based agencies, with special emphasis on FERC
  • Provide tactical advice on permitting steps and filings
  • Review regulatory filings from agency perspective; recommend changes as needed
  • Advance Williams’ positions with trade associations; participate and report on trade association meetings

Minimum Qualifications

  • Four years of direct, demonstrated experience in the field
  • Excellent written and oral communication and presentation skills
  • Ability to establish excellent rapport with individuals on all levels, specifically senior leaders and officials
  • Highly developed organizational, time management and planning skills
  • Ability to manage multiple projects/assignments simultaneously
  • Ability to work under high pressure in a dynamic environment
  • Ability to contribute as a team member as well as to lead and direct cross functional teams without formal leadership authority
  • Ability to work independently, in some cases with limited supervision , and achieve the desired results in a challenging policy and regulatory environment
  • Ability to perform at a high level, both strategically and tactically, in order to overcome obstacles
  • Must have a thorough first-hand understanding of the federal regulatory environment, processes and rules within which the company operates
  • Previous experience cultivating relationships with federal policy and decision makers and successful record of achieving desired outcomes
  • Able to make decisions guided by policies in non-standard situations that impact the achievement of customer, functional, operational, project or service objectives
  • Able to thinks beyond the status quo to develop solutions to complex problems that improve performance, efficiency and safety
  • Minimum travel up to 10%

Preferred Qualifications

  • Direct experience working in the federal executive branch and/or specific federal regulatory agencies which influence or regulate the energy industry

Education/Certification Required

ŸBachelor’s Degree required; Master’s Degree preferred
