JOB DESCRIPTION

Summary/Objective

At the direction of the Senior Vice President, Federal Affairs, Executive Director, Federal Affairs, Strategy, Analysis, and Advocacy Communications leads a team of analysts and writers to support the federal affairs efforts America’s Health Insurance Plans.

Essential Functions

  1. Delivers concise written analyses of proposed legislation and health policy reports which includes both a summary of the content of the legislations or report and an evaluation of its impact on the health insurance industry.
  2. Together with his or her team tracks federal legislation, works with AHIP’s policy teams to understand the impact of that legislation on member health plans, develops summaries, charts, and briefings for use by the Federal Affairs team in support of AHIP and its member organizations.
  3. Together with his or her team and partners in AHIP’s policy and communications departments, develops public-facing materials including testimony, position statements, and talking points for use by the AHIP federal affairs staff, leadership, and consultants.
  4. Provides strategic and tactical support for federal affairs efforts.
  5. Leads in the preparation of written reports, memos, and policy briefs that are sent to AHIP’s members.
  6. Provides day-to-day oversight and management of the Senior Policy Analyst and Advocacy and Policy Writing Specialist, Federal Affairs
  7. Directly leads updating of policy and materials related to key federal affairs initiatives and other special projects.
  8. Creates and maintains standard operating procedures for the creation and dissemination of AHIP Federal Affairs newsletters, emails, session summaries, legislative forecasts, and other member-facing communications
  9. Proactively contributes to comprehensive strategic plans that leverage direct advocacy, policy and research, coalitions, third-party engagement, and public opinion to advance the industry’s federal affairs objectives and oversees the development and maintenance of project plans to support the implementation and execution of the direct advocacy components of those plans.
  10. Supports the development of materials for presentation to AHIP Leadership and key member constituencies.
  11. Interfaces and maintains strong partnerships with other AHIP departments. Operates with a strategic focus and ensure cross-functional accountability for workflow deliverables.
  12. As necessary, briefs AHIP committee participants on the current efforts of the AHIP Federal Affairs department.
  13. Coordinates and develops responses to Congressional and Administration inquiries.
  14. Establishes and maintains good working relationships with the government affairs and public policy representatives of member companies as needed to achieve objectives.
  15. Engages AHIP federal affairs staff, leadership, and consultants to evaluate the effectiveness of the materials and to alter or update as necessary to improve clarity and effectiveness.
  16. Oversees the delivery of timely reports on Congressional Committee hearings that oversee health insurance-related legislation.
  17. Represents the AHIP Federal Affairs Department on internal AHIP working groups.
  18. Performs other tasks as required or assigned.

Supervise, manage, and direct a team of one or more employees.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment.

Position Type/Expected Hours of Work

This is a full-time position.  Standard days and hours of work are Monday through Friday, 8:30 a.m. – 5:30 p.m., however may require long hours and weekend work.

Travel

This position is expected to travel less than 20% of the time.

Required Education and Experience

  1. Bachelor’s degree and/or equivalent experience.
  2. 4 years of experience performing quantitative analyses
  3. 4 years of experience writing concise and timely evaluations of legislation and other related items
  4. 4 years of experience providing policy expertise in an advocacy organization
  5. 4 years of experience working on health care policy issues
  6. 3 years working in highly matrixed, interdisciplinary teams
  7. 1 year leading a team of government affairs and/or policy professionals, 2 or more preferred

Preferred Education and Experience

  1. Master’s degree and/or equivalent experience preferred.

  6. Knowledge of the structure and functioning of the government in terms of its impact on the health care sector
  7. Knowledgeable of current policy issues affecting health and supplemental insurers
  8. Demonstrated capability of developing and maintaining access to reliable sources of information in health policy and advocacy-related settings
  9. Considerable knowledge of the techniques and methods of developing and executing legislative analysis.
  10. Demonstrated good judgment, a well-developed sense of propriety, political acumen, the ability to think constructively, strong interpersonal skills, and a strong work ethic.
  11. Proficiency in Microsoft Office applications; specifically, MS Word, PowerPoint, and Excel.
