About the National Service Office

The National Service Office is the central operational engine for two evidence-based programs: Nurse-Family Partnership and Child First. In 2020, what was formally the National Service Office solely for Nurse-Family Partnership joined forces with Child First, a merger empowering two proven models to share complementary expertise, infrastructure and integrated services. The resulting unified entity works to ensure that healthcare, early childhood development, and the mental wellness of the entire family are served in proven ways to achieve tong-term positive outcomes.


Position Description

The Federal Government Affairs Manager will support the department in the management and implementation of federal legislative, regulatory, public policy and funding strategies to support the NSO and our network partners nationwide. The Federal Government Affairs Manager will assist in educating Congress and Executive Branch Agencies about the life-transforming work of the NSO and its providers. This position will also serve in a policy research capacity to support development of federal policy strategies.


This position will work from a home office and is based in or near Washington, DC.


Essential Duties and Responsibilities

  • Support the implementation of federal advocacy and government relations strategies to advance the NSO’s policy priorities, including the reauthorization of the Maternal, Infant and Early Childhood Home Visiting (MIECHV) Program, maternal and child health, economic mobility, evidenced-based programming and practices, among others.
  • Work to cultivate and sustain strong, bipartisan relationships with key Members of Congress through Hill meetings, briefings, or other events for Congressional staff to connect communities and champions with their Congressional delegations in support of the NSO.
  • Perform policy research to help improve federal policies that support the NSO, provide guidance to staff and the field as needed and identify new potential funding.
  • Support preparation of sign-on letters, policy briefs, Congressional witness testimony and other documents.
  • Support the work of the National Home Visiting Coalition by attending meetings and developing strategies in collaboration with national, state, and local stakeholders.
  • Serve as a resource to the NSO communities on federal policy issues by developing and disseminating policy and funding updates and action alerts on key topics.
  • Assist with the tracking of national funding and policy trends.


Knowledge, Skills & Experience

  • Bachelor’s degree public policy, public administration, health care administration, or related field required. Master’s degree preferred.
  • Minimum 4 years’ experience in federal policy and government relations work.  Experience in a Congressional office is preferred.
  • Minimum 2 years’ experience conducting policy analysis, and familiarity with program evaluation and cost-benefit analysis.
  • Minimum 2 years’ experience in establishing partnerships and building relationships with stakeholder groups to further policy and advocacy efforts.
  • Self-starter with excellent written and oral communication skills.
  • Proven ability to work effectively with Members and staff of both political parties, and with politically appointed and career staff in Executive Branch agencies.
  • Proven ability to collaborate with a team of colleagues.
  • Knowledge of public funding and health care policies related to maternal/child health, evidence-based home visiting, child welfare, and Medicaid policy preferred.


Supervisory Responsibilities

This position reports to the Director, Federal Government Affairs and has no direct reports.



  • Salary is determined based on experience and skill set. Geographical adjustments will be considered.
  • Range: $70,000 – $74,629/year
