Dow has an exciting and challenging opportunity for a State Government Affairs Director, located in Louisiana and covering the Southeastern region of the United States.

Under the leadership of the Vice President for Government Affairs and Advocacy (NA), the successful candidate will provide strategic direction for Dow’s Louisiana and Southeastern state government affairs agenda, manage the company’s state government relations activities in assigned states, and serve as a primary contact for key trade association engagements. This position includes identification of state policy issues effecting the company and designing advocacy strategies to support Dow’s business objectives within Louisiana and the Southeastern region.

Critical Responsibilities:
  • Execute and coordinate state government affairs positions and strategies on legislative, policy, and political issues impacting Dow and the broader industry.
  • Serve as primary contact with governors, legislators, policymakers and key trade associations on every issue in the assigned portfolio, which could also include interfacing with Congressional district staff in assigned states.
  • Establish and maintain a sophisticated state and local political contact network to leverage for Dow’s benefit.
  • Serve as primary contact with key state trade and business associations, and as government affairs contact for key trade associations.
  • Develop and maintain communication pathways with senior management, site leaders, and business leaders in the region.
  • Advise and keep apprised senior executives on all matters of interest and concern to the corporation regarding state government affairs activities.
  • Support business needs to access economic development incentives.
  • Facilitate engagement and grow Dow’s employee political action committee (DowPAC) in the assigned states.
  • Provide recommendations on DowPAC political giving.
  • Must be willing and able to meet all applicable requirements related to business travel (e.g., as to immigration and visa rules, public-health mandates, airline rules, etc.) into and out of (and physical presence in) various countries worldwide.

  • An ability to quickly grasp and address issues facing the industries in which Dow operates.
  • Understanding the interconnection between policy and politics but also knowing the difference.
  • A thorough understanding of the legislative and regulatory processes as they relate to state government affairs and how they impact Dow.
  • Experience developing and implementing a government affairs strategy, including short and long-term goals and establishing methods of measuring the plan’s impact on and contribution to the organization.
  • Strong communications skills, both written and oral, and a keen attention to detail.
  • Strong people skills, a keen sense of protocol, and the ability to work comfortably and effectively with top-level government officials of either side of the political spectrum and with association leaders.

Required Qualifications:
  • A minimum of a bachelor’s degree or relevant military experience at or above a U.S. E6 ranking or Canadian Petty Officer 2nd Class ranking.
  • A minimum of 8 years job experience in state government, government relations, public affairs, public policy or related business activities.
  • Must have a current, valid U.S. driver’s license.
  • This position requires up to 60% travel, mostly trips intrastate with some interstate travel as well. A company vehicle is provided.
  • A minimum requirement for this U. S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U. S. permanent residency (green card) process.
Preferred Qualifications:
  • Experience in government service, government relations, regulatory affairs, communications or business trade association.

Additional notes:

  • Domestic relocation assistance is available for this role and may be provided based on eligibility.
  • Dow is making preparations in response to the OSHA Emergency Temporary Standard (ETS). These preparations include obtaining the vaccination status of all new and current employees; information that is needed to obtain critical safety data and to comply with the ETS.
