Manager of State Government Affairs
We are seeking a manager of state government affairs in our Des Moines, IA office to cover a fifteen-state territory in the Midwestern U.S. This person will monitor and lobby state legislative and regulatory bodies for laws, rules, and regulations that impact Helena and the agricultural and professional products industries. This position will report to the Director of Government Affairs.
The employee’s primary duty must be the performance of office or non-manual work directly related to the management or general business operations of Helena or Helena’s customers. This also includes the exercise of discretion and independent judgment with respect to matters of significance.
What your day may look like
- Researches, analyzes, and tracks legislation and regulations that have the potential to impact Helena’s business interests and those of our employees and customers.
- Monitors state and federal policy developments, news, and white papers for challenges related to agriculture and business interests.
- Analyzes and comments on legislation, including drafting letters for company officials to send to legislators and regulators.
- Builds and maintains strong relationships with key local and state officials, including their staffs.
- Engages Helena field locations and business offices to develop an understanding of Helena’s business model and methods and identifies needs.
- Develops and implements policy strategies to support company goals.
- Works across various Helena departments to ensure policy strategies are aligned with executive direction.
- Drafts model and state-specific legislation.
- Plans and attends legislative tours, receptions, and events.
- Maintains relationships with other interest groups via coalitions with shared legislative priorities.
- Represents Helena at industry forums and events.
- Engages and regularly collaborates with national and regional trade associations.
- Coordinates publicity and media attention on approved position statements.
- Other duties as assigned by your leader.
- Regular and reliable attendance is expected.
Education and experience needed for this position
- Bachelor’s degree in Political Science, Communications, Agriculture, or background in agriculture or regulatory field is preferred.
- Prior work experience in communicating with legislators and regulatory agencies or working on a campaign.
- General knowledge, as well as interest, in the political process.
- Possesses a high level of initiative and the ability to work with minimal supervision.
- Effective oral and written communication skills.
- Knowledge of Microsoft Office applications, including Outlook, Word, Excel, Access, and PowerPoint.
- Excellent organizational skills.
- Analytical and problem-solving skills.
- Ability to travel and work a very flexible schedule, including nights and weekends.
Your work environment and the physical aspects of the job
The work environment for this position is that of a typical office environment where the noise level is mostly quiet. This position requires you to use your hands for many different tasks and to talk, hear, walk, stand, and sit. You may be occasionally required to lift or move up to 10 pounds.
