This newly created position is designed to help Gordian better manage its government and regulatory affairs portfolio with data and analysis, and support the advocacy team with research, messaging and coordination.  The position is designed to be remote, but the successful candidate could be located in any of the various Gordian offices in the US.

We are seeking a talented researcher and analyst, poised for growth into governmental advocacy, who brings a combination of government experience and some familiarity with facilities management, construction or governmental purchasing. This individual will help our Advocacy team shape government policy around construction procurement, cooperative purchasing and facility assessment and planning. The Specialist will also support our Advocacy team as they seek to develop new business and potential alliance opportunities for the company. The successful candidate will be a direct report to the Vice President of Government and Regulatory Affairs, and will work closely with other senior leaders, directors and managers within this rapidly growing company.

The successful candidate will focus a great deal on government policy around Job Order Contracting (JOC) for public facility and infrastructure owners. JOC is a procurement method and construction process that helps federal, state and local governments, schools, hospitals, higher education institutions and others maximize efficiency, optimize cost savings, and increase construction quality. Since Gordian’s inception, research and development of JOC best practices is at the core of the business. Out of this research and development came the most comprehensive and detailed database of construction tasks and pricing in the industry, software specifically tailored for the JOC process, and field experts supporting JOC implementation at hundreds of Gordian clients including: United States Postal Services; City of Chicago; Harris County Texas; University of California; Cleveland Clinic; Indiana DOT, New York City Department of Education, Virginia Department of General Services, Arizona Department of Administration, etc.

Gordian is not a construction contractor. Gordian is a consultant helping clients understand needs about their physical assets and implement business process change before those clients hire contractors to maintain their facilities and infrastructure.

Responsibilities:

  • Research and map existing legislative frameworks in active jurisdictions
  • Research laws, rules and possible consultants in emerging jurisdictions
  • Monitor legislation and regulation, using Gordian’s issues management system, to protect the framework that permits Job Order Contracting (JOC), cooperative purchasing, and company offerings.
  • Anticipate, identify and quantify potential impacts of emerging regulations and legislation that would affect Gordian’s business
  • Add quantitative rigor to Gordian’s impact analysis of various policy issues
  • Support compliance related to ethics, lobbying, and pay-to-play laws
  • Manage an introductory portfolio of legislative and regulatory policy campaigns to positive conclusions
  • Work with appropriate external consulting resources, as necessary, to ensure the proper focus on specific issues or ongoing relationship development
  • Coordinate closely with the Sales and Operational teams in key states targeted for business development, including executing on government initiatives to support Sales efforts
  • Promote successful outcomes for public policy strategies through the development of relationships with legislative, executive and department-level contacts

Qualifications:

The successful candidate should have experience with the legislative, regulatory or government procurement process. This person must have a polished, confident presence that engenders trust and credibility among various internal and external stakeholders. A candidate with this profile could be found in someone coming from: corporate government affairs; a law/lobbying firm; an association; an industry-related interest group; or a federal, state or local government position, in the executive or legislative branches.

  • Bachelor’s degree required
  • An ability to build a “trusted advisor” relationship with the Vice President of Government and Regulatory Affairs
  • A strong strategist combined with a hands-on implementer that thinks big-picture, while managing the details
  • An entrepreneurial orientation to help think through how to use governmental engagement to drive new revenue streams for the company

  • Ability to travel up to 25% (when permitted after COVID-19 pandemic is controlled)

The successful candidate will be expected to achieve key outcomes including:

  • Maintain a state-by-state legal matrix for the organization
  • Manage Gordian’s existing legislative and regulatory tracking system to ensure timely review and assessment of proposed bills and rules for company impact
  • Develop analytical tools to help Gordian quantify threats and opportunities, better assess return on investment, and enhance internal processes
  • Prepare precise written policy issue analysis, talking points, formal comments, and so on
  • Research laws, rules and possible consultants in emerging jurisdictions
  • Support compliance related to ethics, lobbying, and pay-to-play laws
  • Manage an introductory portfolio of legislative and regulatory campaigns to positive conclusions
  • Coordinate business development efforts with Gordian’s Sales and Operational teams
