Position Overview:

The Government & Community Relations Manager will be responsible for organizing Sutter Health leadership to be prepared to advocate for local, state and federal policy positions, both legislative and regulatory, as well as monitoring local board and council agendas and other legislative activities. This position works closely with External Affairs leadership in developing, implementing, and managing the multi-faceted policy initiatives and strategies at all levels of government. The Government & Community Relations Manager will meet with and communicate with state legislators, congressional staff, and state and federal agencies on policy objectives. This position will represent at a wide range of policy-level meetings, committees, and working groups, to advance the agenda and forge new partnerships and opportunities. This position will prepare fact sheets, briefing materials, talking points, and legislative analyses in order to better inform both policy makers and Sutter Health staff. Candidates must have experience working with the community and elected officials in the East Bay Area and/or San Francisco.

This position reports to the Director of Government Affairs.



Bachelor’s Public Policy or a related field, or equivalent experience required or equivalent education/experience.
Master’s Public Policy or Administration preferred. 
Must have 7-plus years professional experience in community health, government relations, public relations, and community relations arena which demonstrates positive professional relationships with local elected and appointed officials required.
Ability to build and maintain relationships with policymakers, influencers and staff across all levels of government required.
Demonstrated ability to communicate complicated and technical policy points effectively required.
Experience leveraging and connecting an organizations and coalition building required.
Significant related experience in community government relations required.
Must be able to manage multiple projects and deadlines required.
Professional experience working with local community organizations and collaborative government and/or community improvement projects is a plus. 
Skills and Knowledge
Broad policy background not limited to health care.
Ability to rapidly assimilate and synthesize information and thrive in an evolving environment.
Broad based knowledge of public policy, the political process, government and community affairs and some event coordination is required.
Knowledge of Microsoft Word, Excel, PowerPoint, and Outlook software required and limited knowledge of Microsoft Access and Adobe PageMaker preferred.
Excellent interpersonal and written and verbal communication required.
Demonstrated ability to work independently with minimal direction required.
The ideal candidate will be independent, well organized, self-directed and a team player who effectively manages the demands of multiple projects and a fast-paced and ever changing industry. The ideal candidate would also be a strong communicator who can effectively interface with senior management, customers, policy makers, and all audiences to explain current policies and proposed changes to meet Sutter Health’s policy objectives. The ideal candidate will have a strong relationships throughout the communities we serve.
