Government & Public Affairs Manager
The Governmental and Public Affairs Manager (GPAM) reports to the Corporate Director of Public Affairs and is responsible for assisting in the development and execution of policies relating to government relations, public relations, and the communications program for Schnitzer Steel Industries, Inc. By working with the local Regional Director and their team, the GPAM will identify public policy issues important to the region, develop strategies to address selected issues and execute the program in support of the overall goals of the California region. The incumbent is responsible for communicating with the public on behalf of Schnitzer, with the goal of getting the community to comprehend and support the Schnitzer mission. This role includes ongoing communication and coordination with various public and private sector organizations. Substantial amounts of time will be spent with outside organizations, government agencies, commissions, neighborhood associations, public interest groups and project consultants. The incumbent is responsible for maintaining an appropriately positive public profile for the division and its projects. Highly effective communication, presentation and listening skills are essential for navigating company projects through the multitude of public policy processes.
Environmental and Health & Safety (H&S)
- Provides a safe environment for all employees, customers and visitors.
- Prepares written reports/position, papers/correspondence on target issues of importance to SSI. (Note: all external messages must be approved by the Corporate Director of Public Affairs and General Counsel.)
- In partnership with location managers and the Regional Director, develops target public policy issues and appropriate implementation strategies for dealing with them.
- Develops and implements ongoing, focused media and community relations programs that are strategically planned to support and enhance Schnitzer Steel’s corporate identity.
- Fosters relationships with businesses and business associations with common interests and issues. Assists location managers with the same.
- Develops and maintains good working relations with community government and the media, including local and national newspapers, magazines, radio and television. Organizes special events, such as press conferences, when necessary.
- Creates productive relationships with key community contacts while obtaining favorable coverage of the company.
- Fosters community relations through involvement in community initiatives and coordinates community relations activities.
- Coordinates local and regional charitable contributions.
- Maintains relations with government agencies and the general public. Assists location managers in the same.
- Represents the company at public meetings/hearings on land use and other public policy issues as required.
- Within the framework established with the Corporate Director of Public Affairs writes and manages press releases. Maintains a media contact database to manage press announcements and all related activities.
- Answers inquiries from individuals, journalists and other organizations in coordination with the Corporate Director of Public Affairs.
- Speaks at presentations, press conferences, radio and TV interviews, and meetings and is prepared to give oral presentations, provide public comment as appropriate, and respond effectively to public groups (friendly or hostile) regarding company proposals.
- Writes and edits in-house newsletters, speeches, and articles and prepare talking points on target issues for management as needed. (Note: all internal messages must be approved by the Corporate Director of Public Affairs and General Counsel.)
- Coordinates and updates company listings in various trade association and local business directories as needed.
- Works with lobbyists on target issues, regularly monitors developments and communicates these to management.
Operational Performance & Best Business Practices
- Maintains relations with regional Schnitzer Steel location managers.
- Manages consultant contracts to complete essential function.
- Keeps management informed of status of target issues.
Budgeting & Forecasting
- Works with regional and divisional and corporate management to collect data and set budgets for current and future fiscal year spending on advertising, charitable contributions and lobbyists.
Standard office environment. Regular office hours, but the time spent will exceed a regular (eight-hour) day on a consistent basis. Early morning and night meetings will be a regular part of the work schedule. The position can be expected to be called to respond to changing situations on short notice outside of “normal” work hours. Frequent travel locally, plus some regional travel. Competing demands for time among multiple projects and issues can be high. Allocating time among simultaneous projects, meetings and often rapidly changing priorities creates pressures which will be intense at times. The workload will fluctuate and peak workloads with short deadlines are to be expected.
Physical Activities Required to Perform Essential Functions
Ability to lift and carry up to 10 pounds frequently (large files, books, studies, reports, etc.), and lift up to 25 pounds occasionally (boxes of files, documents, reports, etc.) Ability to navigate development sites which include raw land, irregular terrain and/or land under construction. Visual acuity necessary for prolonged extensive reading, examining documents and operating computers including keyboards and other office equipment. Verbal ability to make explanatory and persuasive presentations to individuals and groups. Ability to sit, stand and/or walk for several hours at a time each day.
- Undergraduate degree, or equivalent experience, in any field related to the organization. An advanced degree is not required but would be an asset.
- At least five years of experience in working with complex project management processes at this level of responsibility. Management of decision-making processes preferably involving public affairs, business, management, or similar field.
- Understanding and working knowledge of infrastructure development, land use planning, zoning, housing, public-private partnerships for development, plus familiarity with tax and transportation issues relating to land development and re-development projects. Thorough knowledge of governmental and public decision-making processes.
- This position requires possession of a valid driver’s license and the ability to drive an automobile.
- Excellent communication skills, including both oral and written, public presentations, negotiation, persuasion, dealing with potentially hostile audiences and answering questions by media.
- Highly developed writing skills with ability to integrate concepts, complex issues and multiple options into clear, concise plans and proposals understandable by the general public.
- Ability to effectively interface with all levels of government, both elected officials and technical staff, including engineering, planning, traffic development, finance and city council staff.
- Ability to organize, set priorities, manage multiple projects and tasks within projects simultaneously.
- Ability to collect data, establish facts, develop information, draw valid conclusions, interpret an extensive array of technical material in books, manuals, texts, and read diagrams, charts and tables.
- Self-starter who is able to balance and address competing concerns. Effectively deal with a large number of variables in determining a specific course of action. Ability to handle uncertainty and operate efficiently in rapidly changing environments where full control of the situation is usually impossible.
