IBM’s Government and Regulatory Affairs team engages in worldwide policy advocacy to drive growth and innovation in the digital economy. From trade and cybersecurity to data privacy and intellectual property – we leverage the expertise of IBMers to help governments seize new opportunities in a rapidly-changing world. IBM Research is one of the world’s largest and most influential corporate research labs, dedicated to inventing what’s next in science and technology. The GRA team is looking for a policy advisor with deep science/technology skills to work with the IBM Research in its advocacy efforts to promote science and technology policy initiatives.
This advisor would support IBM’s Senior Director of Research in communicating IBM’s Science and Technology policy agenda by identifying avenues to influence new and pending technology related legislation/regulation and drafting and circulating position statements, white papers, news releases, and blog posts designed to influence with government representatives as well as the scientific community and the general public. In addition, the advisor would interface with regulators and congressional staff to advocate for IBM’s science and technology policy positions.
As a member of the Global Government and Regulatory Affairs team, this position will serve as a resource for IBM’s policy advocacy team. This involves interfacing primarily with IBM’s Research team and its labs across the globe.
The successful candidate for this position must be able to digest complex science and technology issues, be able to formulate policy positions and draft compelling position papers/blogs advocating for those positions. Key areas of focus will include next generation technologies and future company initiatives such as artificial intelligence, hybrid cloud, quantum computing, and cyber security

- Experience in with Federal government policy making processes
- Science and Technology background with capability to digest and explain complex science and technology issues
- Good communicator able to interact effectively with all levels of government, management or global teams and backgrounds.
- Strong organizational and teaming skills
- Ability to write in a clear, concise and compelling manner
