Scope and Purpose 

 Under the direction of the Director, Government Relations, this position is responsible for advancing advocacy priorities for NCBA CLUSA and its membership. Externally, provide significant support in research, written content, and speaker development for the annual Co-op IMPACT conference; support grant opportunities and contribute to proposals for domestic cooperative development, Membership, Communications, or Foundation related initiatives.

Serving as an integral connection between NCBA CLUSA’s advocacy initiatives and its members, external stakeholders, and government officials, the incumbent will liaise between the Public Policy Department and other departments within the Association, including providing support to volunteer groups and Association’s publications and collateral. This individual will provide logistical support, coordination, and communications on Advocacy events including webinars and Congressional briefings. This individual will play a critical role to connect policy to membership activities, mobilize the membership to engage in advocacy initiatives, and promote cross-sector cooperative collaboration.

Essential Areas of Responsibility 

  • Supports execution of NCBA CLUSA advocacy priorities, including drafting policy communications, engaging with Members, and facilitating and supporting coalitions.
  • Supports advocacy events, grant management, and research, including carrying out projects and reporting requirements
  • Engages with industry thought leaders as Advocacy’s point of contact with the NCBA CLUSA volunteer councils (e.g., Cooperative Economics Council), in coordination with the Membership department
  • Develops and maintains productive relationships with the volunteer councils, recruiting prospective council members from relevant organizations within the cooperative industry to advance advocacy goals.
  • Leads the development and execution of short-term and long-term projects designed to provide meaningful value to NCBA CLUSA members (and other stakeholders) through work with the volunteer councils, coalitions, or Cooperative Development Foundation (CDF).

Additional Responsibilities

  • Monitors the online member engagement platform (Co-op Circle), in coordination with the Membership department.
  • Leads and manages the content management, logistics, and reporting of the IMPACT conference.
  • Researches government funding sources and supports grant/proposal development to launch critical strategic initiatives.
  • Produces content in support of listed key areas of responsibility.

  • Bachelor’s Degree, 1-3 years’ experience in advocacy, policy communications, or a similar field is required.
  • Strong project management skills, including but not limited to developing project plans, implementing (effectively and timely) project activities, and delivering superior results on deadline.
  • Must know elected officials and the policy process
  • Knowledge of the cooperative sector is preferred.
  • Creative problem-solving abilities.
  • Must possess superior verbal communication and writing skills.
  • Detail-oriented with accurate follow-through.
  • Must be proficient in Microsoft Office 365, Teams, Word, and Excel. Proficiency in constituent databases is preferred.
  • Ability to work as part of a team while achieving individual goals.
