What Your Job Will Be Like

We are seeking a motivated Government Relations Officer to join our Team.

On any given day, you may be asked to:

  • Facilitate meetings between senior laboratory leadership, strategic management unit team members, and key elected and appointed officials, including members of Congress and congressional committees.
  • Assist in the preparation of supporting testimony for committee hearings, as necessary.
  • Escort officials and their staffs to Sandia facilities and events.
  • Communicate Sandia’s science and engineering mission, strategic and tactical plans, and technical capabilities and needs to federal, state, and tribal officials, staff, and official visitors.
  • Closely monitor developments within federal, state, or tribal governments that may affect Sandia programs and interests, and communicate developments and analysis to Sandia leadership.
  • Counsel and assist employees and management on government legislation, U.S. Department of Energy contract compliance, and Sandia National Laboratories’ policies or procedures to ensure compliance.
  • Participate extensively in planning and developing technical initiatives and policies that use Sandia’s science and engineering capabilities to meet national needs.
  • Guide Sandia staff and interpret policies regarding interactions with federal, state, or tribal officials, and with official visitors.
  • Provide communications support during a crisis, particularly with appropriate state, federal, and tribal government authorities.
  • Work with other U.S. Department of Energy and National Nuclear Security Administration facility representatives to manage cross-laboratory issues.

Senior Officer:

  • Interact extensively with high-level staff and officials.
  • Closely monitor developments within federal, state, or tribal governments, analyzes how developments may affect Sandia programs and interests, and communicate developments and analysis to Sandia leadership.
  • Participate extensively in planning and developing technical initiatives and policies that use Sandia’s science and engineering capabilities to meet national needs.
  • Play a significant role in the production of congressional testimony and interaction with the staff of congressional committees regarding hearings.
  • Interact with the leadership staff at the National Nuclear Security Administration and with the local Sandia Site Office.

 

Posting Duration

Qualifications We Require

Officer:

  • Requires bachelor’s degree in relevant discipline plus (12) or more years of experience; or master’s degree in relevant discipline plus (8) or more years experience; or doctorate in relevant discipline plus (4) or more years experience; or equivalent combination of education and experience.
  • (2) years’ experience as a Professional Staff Member, Legislative Assistant, or Legislative Liason working directly for/with a Senator or Representative or a Senate or House Committee on a daily basis.
  • Ability to obtain a U.S. Department of Energy Q-level security clearance and a SCI security clearance, which may require polygraph testing.

Senior Officer:

  • Requires bachelor’s degree in relevant discipline plus (15) or more years of experience; or master’s degree in relevant discipline plus (11) or more years experience; or doctorate in relevant discipline plus (7) or more years of experience; or equivalent combination of education and experience.
  • (2) years’ experience as a Professional Staff Member or Legislative Assistant working directly for a Senator or Representative or a Senate or House Committee on a daily basis.
  • Ability to obtain a U.S. Department of Energy Q-level security clearance and a SCI security clearance, which may require polygraph testing.

Some travel will be required.

Qualifications We Desire

  • Experience working with and/or for the Department of Defense and/or Intelligence Community.
  • Strong interpersonal skills and possess excellent judgment, tact, and self-confidence for use in dealing with elected officials and other highly influential people, and in dealing with difficult situations.
  • Exhibit a genuine interest in government and policy matters.
  • Extensive knowledge and experience relating to Congress, congressional processes, and policies and programs is required.
  • Must demontrate the ability to address very sensitive information, and thoroughly coordinate and respond to under severe time constraints.
  • Strong emphasis will be placed on demonstrated ability to work as part of a tightly knit, self-directed team.
  • Excellent communication skills, including the ability to quickly compose lucid, cogent verbal and written prose, are required.
  • Master’s degree in a related field.
  • (3) to (5) years’ experience as a Professional Staff Member or Legislative Assistant working directly for a Senator or Representative or a Senate or House Committee.
  • An ability to perceive and synthesize needs and information from people and organizations outside Sandia that are often expressed incompletely is desired. The candidate is expected to take the initiative to coordinate Sandia’s response to such needs or opportunities.
  • Understanding and experience working with Defense Authorizations and Appropriations.

The Government Relations Department owns the interactions with officials of the federal, state, and tribal/pueblo governments.   It also bears accountability for facilitating appropriate contacts between Sandian’s and governmental officials and employees, and for ensuring that Sandia complies with applicable statutes and regulations governing such interactions.  These interactions can take the form of responses to requests from Congressional staff, visits to Sandia by officials from all levels of government, preparation of Congressional testimony, etc.  All our government interactions are conducted within a framework of achieving Sandia’s strategic objectives and providing exceptional service to the nation.

Security Clearance

Sandia is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications.
